MEMORANDUM
MOTION:
"That Senate extend for one month, to April 16, 1971,
the continued de facto departmental recognition of
B.S.F., S.P.F. and C.S., and continue to recognize
for this period the organization of the three divisions
into an Educational Foundations Centre under the
following constraints:
i)
single undergraduate education committee
ii)
single graduate education committee
iii)
a single spokesman for relations external to the
Centre."
NOTE: The minutes of March 16, 1970 are attached to show the
action taken by Senate at that time on this particular
question.

I have received a recommendation from the Faculty
of Education which states:
"We recommend that the Faculty of Education
request the Academic Vice President to apprise
Senate of the progress which has been made
with respect to the development of programs in
the Educational Foundations Centre and of the
procedures that the Faculty is following in
developing a final proposal for Senate's scrutiny

and, in the light of the foregoing,Senate be
requested to extend by one (1) month the time
limit set in the Senate motion of March 16th, 1970."
In support of this recommendation I would state that I have
been following with interest and care the development of a
program by faculty within the Educational Foundations Centre
over the past few months. A proposal developed by this group
has been discussed internally in the Centre and also with the
Professional Development program faculty in the Faculty of
Education. I think it would be a fair comment to say that the
proposals have not been universally and unanimously accepted
but it seems to me important that the resolution of this matter
by Senate be delayed until further interactions and rewritings
of the recommendations have taken place. In particular, the
possibility has been raised that some at least of the Educational
Foundations Centre's curriculum proposals might be implemented
as University programs rather than as Faculty of Education programs;
it is important that other areas in the University be allowed to
comment on the validity of such a proposal and others before the
matter is resolved at Senate. I intend to move therefore that
Senate agree to a postponement for one month of consideration of
possible reorganization of the Faculty of Education as set out
in the Senate motion of March 16, 1970.

was taken.

Moved by W. Vidaver, seconded by L. Srivastava (Motion, S.348d,
as changed),
"For a one year interim period, or until such
time as a program or programs are approved by
Senate - whichever occurs earlier:
a)
continued de facto departmental recognition
of B.S

.F., S.P.F. and C.S.
b)
reorganization of the three divisions into
an Educational Foundations Centre with the
following constraints:

i. single undergraduate education committee
ii.
single graduate education committee
iii.
a single spokesman for relations external
to the Centre."
Amendment was moved by K. Burstein "that the single committees
referred to in b) i. and ii. of Paper S.348d and as presented in
the previous motion be single committees and that they be in addition
to the regular departmental committees." As there was no seconder
the amendment failed.
Question was called on the main motion, and a vote taken.
