MEMORANDUM
At the time the Recall System was designed, it was not possible for the Loan
Division to efficiently update a single penalties list for the Reserves, General
Loans and Audio Visual Equipment areas. Therefore, it was necessary to
create three categories of loan and stipulate that if a person was suspended
from borrowing it would be only with respect to the particular loan category
of the infringement.
The Library now wishes to have Reserve Loans (cat. ii) combined with General
Loans, etc. (cat. i) for the purpose of imposing penalties.
REASONS:
1.
Staff in the Loan Division have discovered that to prevent a student from
using the Reserve Loans material while allowing him to continue
his use
of the General Collection does not create sufficient hardship to
ma1e
him
want to clear the penalty incurred in Reserve Loans. Staff explain that
students thus affected are able to find duplicate or substitute material in
the General Collection, or get their friends to check out Reserve material
for them. The effectiveness of this high-use Reserve Loans area has
been eroded by this weakness in the penalty system.
2.
Staff in the Loan Division have devised an efficient, mechanized procedure
for updating a single penalties list for the Reserve Loans and General
Collection areas, thus making it possible for us to operate almost as we
originally intended.
