I. Background Information
1.
Rules for elections -
Section 27 of the Universities Act stipulates:- "The Senate
shall make and publish all rules necessary and not inconsistent
with this Act in respect of nominations, elections, and voting,
and the Registrar shall conduct all elections as are required."
2.
Nominations have been called in the ordinary triennial elections
for the position of Chancellor, for six Convocation Senators,
for four Senators to be elected by joint faculty, and for one
student Senator. Nominations close March 3, with ballot papers
to be distributed by March 24, and with completed ballot papers
due by May 26, 1972. The elections are run concurrently.
3.
Two matters, in the opinion of the electoral officer, require
rules by Senate to eliminate certain potential difficulties.
a)
The number of positions for which an individual can accept
nomination in the concurrent elections.
b)
The requirements for an individual to accept nomination in
the current election if the individual already holds office
which extends into the new term for which present elections
are being held.
With reference to a) it is normal practice to restrict an
individual to-acceptance of nomination as a candidate for one
position only, e.g. as candidate for mayor, or for alderman -
two year term, or for alderman - one year term, etc. The reasons
are obvious.
With reference to b) it is normal practice to require a candidate
to submit resignation from office presently held if he wishes to
accept nomination to run for another seat, e.g. an alderman with
two-year term who in his first year wishes to be a candidate for
mayor in that year. The resignation is normally effective for
the usual date for change-over in offices. Specifically the
individual cannot hedge his bets to retain his present seat if

he is unsuccessful in the new venture, but must free the seat to
enable election to be called for it when the normal elections are
being held. The reasons are obvious.
In the lack of ruling by Senate on these matters the electoral
officer would rule that an individual could accept nomination and
be a candidate for only one position in such concurrent elections,
and would further rule that an individual holding office which
extends into the new term would be required to file resignation
from the current seat to be a candidate for the new elections. The
resignation would be required to be received not later than the
last date for nominations, but could be effective at the normal
date for change-over of offices. These principles would apply to
all similar elections.
It is desirable that Senate indicate its wishes.
II. Recommendations
1.
That when elections are being held for the position of Chancellor
or for Senate a candidate may accept nomination to run for only
one seat or office in those elections.

That when elections are being held for the position of Chancellor
