observers at the Open Sessions of Senate meetings in accord-
ance with space available,

With the Chairman of Senate to designate the number of
spaces available for observers

With provision that the Chairman of Senate at his dis-
cretion or on the instructions of Senate may restrict or
eliminate spaces for observers if in his opinion this is
required in the interest of Senate procedures;
iii)
With provision, at the determination of the Chairman of
Senate and to the degree he considers necessary, of closed
circuit audio coverage or/and closed circuit TV coverage
to other areas of the University;
iv)
With provision that, at the discretion of the Chairman of
Senate or on the vote of Senate on simple majority without
prior notice of motion, observers may be required to leave
the meeting and/or closed circuit servicing may be discon-
tinued;
V)
With the understanding that for the Closed Session of Senate

there is no provision for observers or for closed circuit

1. Background Information
For the meeting of Senate held in April 1969 the following
notice pertaining to Senate appeared, and the principles have con-
tinued through the meetings to January 1972. With the opening of
the East Concourse Cafeteria area the Senate meetings have been in
that area, with audio-closed circuit TV to the non-carpeted area for
observers. ?
NOTICE
"In accordance with the ruling of Senate, the following
pertain:-
a) That all observers be excluded from Senate Meetings
except for the presence of authorized representatives
of the press which will be allowed while non-
confidential business is being conducted.
b)
That during non-confidential parts of all Senate
Meetings, procedures and deliberations be made
accessible to the university community through a
closed-circuit audio system with speakers provided
in the main student cafeteria and such other areas
as are, in the view of the Chairman of Senate,
desirable.
c)
That if, in the view of the Chairman or a majority
of Senate, this appears desirable, the audio
circuits be supplemented by closed-circuit television
to the same areas as in (b).
d)
That the Chairman of Senate be required to take all
necessary steps to rigorously enforce these rules,
and that in the event that enforcement of these
rules, in the judgment of the Chairman, would require
measures less desirable than the closing of Senate
meetings, he be empowered at his discretion to close
meetings to the public until such time as he considers
enforcement of these rules by reasonable means possible.
The Chairman of Senate has ruled that the audio system be

ssupplemented with closed-circuit television.

Until further notice, an audio-visual system will provide
coverage of the proceedings of Senate. Speakers and TV
monitors will be mounted in the main student cafeteria
throughout the time Senate is in open session."
2. Present Situation
With the provision for more suitable facilities for Senate
in the new Administration Building, and with the realization over
many months of the numbers who have shown an interest in observing
Senate meetings through the closed circuit system, it is appropriate
that Senate give further consideration to present arrangements.
The meeting of Senate for March 6, 1972 is scheduled to be
held in the new Administration Building facilities. In view of the
small numbers of observers utilizing the audio/closed circuit TV
coverage I have instructed, in keeping with the authority vested by
Senate, that only audio coverage be provided to the Cafeteria area
for the March meeting. At the same time I am recommending to Senate
that for future meetings arrangements be made to provide for a
limited number of observers to be in attendance in the Senate room
if they so desire. Further, the recommendations provide for external
audio coverage for additional numbers if experience suggests this to

be appropriate.
For the March meeting the Senate Chamber will be set up to
show Senators the nature of the facilities proposed for following
meetings for observers.
3. Recommendations
1.
That the regulations approved in Senate Paper S.214, March 26,
1969 be discontinued effective April, 1972.
2.
That provision be made for a limited number of qualified observers
at the Open Sessions of Senate meetings in accordance with space
available,
i)
With the Chairman of Senate to designate the number of
spaces available for observers;
ii)
With provision that the Chairman of Senate at his discretion
or on the instructions of Senate may restrict or eliminate

Note: The production of a valid Simon Fraser identification
card normally would fulfil requirements for the owner
to qualify as an observer at Senate meetings subject
to space constraints.
