LOAN POLICY
On page 4.. of Paper S.71-86, under Schedule of Penalties, the
penalties for Reserve Loans were stated as follows
Fines will be levied at the flat rate of
$5.00
per item, but only
upon items that are an hour or more overdue and have Holds placed on them.
Borrowers who have incurred a fine, or who have not returned materials in
time, will be suspended from borrowing until the fine (if any) is paid and
the materials returned.
When Senate discussed the Paper on August 2, 1971, it felt that the fine
was too harsh and approved a change to the first sentence, which then read
Fines will be levied at the rate of $1.00 per item per hour to a
maximum of
$25.00, but....
Contrary to its intended effect, the change increased the harshness of the
penalty: a borrower can exceed $5.00 in seven hours, and
?
reach the
maximum of $25.00 by simply keeping the material overnight. Therefore, to
provide the intended element of leniency, the Senate Library Committee rec-
ommends that the words, "of $5.00 per day and a total maximum", be added to
the sentence in question so that it would read as follows
Fines will be levied at the rate of $1.00 per item per hour to a
maximum of
$5.00
per day and a total maximum of $25.00, but...
