Rationale:
Deletion of Linguistics 130 in the Major and Honors
program: the Spanish division admits to having been
caught up in the general enthusiasm for this
recently added course. However, to require that all
Majors and Honors students take Linguistics 130 is
an unnecessary burden for students not Interested in
pursuing that orientation in their studies.
Addition of Spanish 240 in the Minor program: the
present lower level requirements for Spanish do not
expose the student to any literature courses. For a
healthy balance in early formation it is desirable to
ensure that students are exposed not only to
elementary and intermediate language courses, but to
the first course in literature as well. (Spanish
240 is a prerequisite to all further Spanish
literature courses.)

With reference to your memo of October 9th cccerning
the 74 -75 undergraduate Calendar, we would like to recoit'mend
that on page 127 under Linguistics - Description of Courses
that the paragraph "The following courses are common to all
Modern Language programs; courses in Linguistics are required
for all honors and major programs in the Department of Modern
Languages. The requirements are specified under each language
program.." be replaced by the following:
Certain of these Linguistic courses may be required
by language programs in the DML. The specific
requirements are to be found under each language
program.
With regard to this change in policy in the DML we would
like, to points out that it resulted from the creation of a minor
program in Linguistics. The French andSpanish Divisions felt
that rather than require Linguistic courses for their language
programs it was preferable, henceforth, to recommend that their
students instead take the minor in Linguistics. We would further
like to point out that the change in policy was fully discussed
'in-the DML Plenary meeting and that no attempt was made to hide
the change in policy from the various higher committees. In fact,
the entire new Calendar was submitted to these bodies rather than
merely sending the new sections as is often done.

I enclose
copies of letters from the Chairmen of our French and Spanish
Divisions which give some additional explanation as to their own
particular motives in this change of policy.

The requirement that "courses in Linguistics are required
for all Honors and Majors in the Department of Modern
Languages" should be deleted.
Given the wording of the German and French Division entries,
the statement is incorrect in that it implies a requirement
for General Linguistics courses where the French Division
has opted for French Linguistics courses and where the
German Division recognizes the possibility of a concentration
in Literature.
A vague statement regarding "courses in Linguistics" is
useless to the student. Specification of which courses
are required or acceptable to a Division are best listed
with that Division's requirements.

At a special meeting of the French Division
held on
Thursday Oct. 5 1972,
the Chairman of the DML requested, as he did to all other divisions,that
because of the high course drop in the DML language courses, all divisions
should streamline
their program.
He
suggested by:
a)
reducing the number of credits at the lower—level language classes (from
4
to
3)
in
order to avoid overloads for students,
b)
reducing the number of prerequisites so that the D4L language programs
would comply with the regulations of the Faculty of Arts calendar covering
lower—level requirements, thus also giving the possibility to the students
to chose a major in a language after the second semester at SFU,
c)
setting up a minor program in each division.
After several lengthy meetings and discussions about the, goals and the philosophy

of
language teaching, the aims of our department, the aims of the French division,
at a meeting held on Oct. 10 1972 the following program was unanimously decided
upon:

It was thus decided not to include the Linguistics (general linguistics)
requirements in our program since a minor in Linguistics was being offered
and the majority of our students would be urged to take it.

with no objections.
The French Division, therefore, suggests that on p. 127 under Linguistics,
under CescriDtiort of Courses the word ALL in italics be deleted and
substitute MOST.
