The previous requirement of comp1ion of all qualifying fields
within three academic semesters of beginning the Ph.D. program
has been found to be unrealistic. Even our best Ph.D. candidates
were unable to meet this restraint. We believe that by requiring
Ph.D. candidates to write one qualifying examination in economic
theory within four semesters of beginning the Ph.D. program,
we are allowing students the time needed to prepare for the
qualifying examinations and at the same time ensuring that students
who will have to withdraw from the program because of failing a
qualifying examination twice will not waste more time than necessary.
