Attached are fOur course proposals from the
Departments of Political Science and Sociology/Anthropology,
recommended to Senate for approval by the Senate Committee on
Undergraduate Studies at its meeting of June 25th. These courses
reached the Committee too late to be considered at an earlier
meeting; and approval of the courses at the June 25th meeting
meant that the deadline for submission of items for the July meeting
of Senate had passed.
As an interim measure, it is hoped to offer these
courses in the Fall semester 1974 and Spring semester 1975 while
the final program proposals for Political Science and Sociology/
Anthropology are being prepared. The reasons for this are set out
in
the attached submission. It thus becomes necessary to consider
?
these courses at the July Senate meeting so that, if approved,
they may be included in pre-registration material for the coming
semester. Since the August meeting of Senate has been postponed to
the 12th August by which time pre-registration will already be
far advanced, consideration in August will be too late.
The Committee therefore requests the approval of
Senate for the addition of these proposals to the existing items
submitted by it under Section 5.3 of the existing agenda..

At its meeting of 25 June, the Senate Committee on Undergraduate
Studies considered the following course proposals from the Departments of
Political Science and Sociology/Anthropology:

These course proposals are now recommended to Senate for approval.
The Senate Committee on Undergraduate Studies also recommends
that, if the above courses are approved, the normal two-semester time lag
be waived to enable them to be offered in the Fall semester.
In presenting this recommendation, a number of points should be
made. (1). It should be noted that these courses are presented for offer-
ing only until development of the programs in Political Science and in
Sociology/Anthropology. The reason for this is that, with the addition
of new faculty in the Fall semester 1974, the Departments of Political
Science and Sociology/Anthropology will be able to mount somewhat expanded
course offerings and these courses are proposed to enable them to do this.
(2). The Committee questioned the advisability of establishing, even on a
temporary basis, new courses bearing the old PSA. label when that Department
had been divided and when program planning for the separate Departments of
Political Science and Sociology/Anthropology was well under way. The reason
for approving the recommendation as it stands is two-fold. First, the courses
are designed to provide additional offerings for those students already in-
volved in the existing PSA. programs. Second, since the new programs in
Political Science and Sociology/Anthropology have not yet been put into
effect, the only designation which these courses could carry was the PSA.

point out on my own behalf
and that of Professor
Mcwhinney (who is
absent
in Europe) that the substantial increase in
new faculty
in
the Fall 1974 semester will leave the Departments in
somedifficulty in mounting adequately varied programmes.
The new faculty have been appinted in the expectation of
new curricula being forirtulated during the summer, but these will not,
of course, be available for teaching in the Fall of 1974, and it is
unlikely that they will have completed all the appropriate revew
procedures for implementation in the Spring 1975 semester. —It
It is
desirable that we give new faculty from the beginning the chance of
teaching courses within their areas of competence and specialization,
rather than some of the outmoded PSA offerings that will be dis-
continued in . the new curricula. The request for sanction for one year
will enable this
to be done.
I might add that both Professor Mcwhinney and I have been under
considerable pressure from existing students to include new courses
that adequately reflect changing emphases in the disciplines since the
late PSA curriculum was approved. To employ these faculty in courses
currently in the curriculum would be extremely wasteful and, as things
stand in anthropology at least, the four new anthropologists who are
coming would have to teach the same courses in the fall and spring
semesters in order to be fully employed.
