1. Terms of Reference governing the Senate Committee on Scholarships,
Awards and Bursaries
The Senate Committee on Scholarships, Awards and Bursaries is a
standing committee continued and charged by Senate:

1.1 ?
To award fellowships, scholarships, exhibitions, bursaries
prizes, and other awards which are sponsored or administered
by Simon Fraser University.

To propose, when requested, candidates for the receipt of
certain fellowships, scholarships, exhibitions, bursaries,
prizes, and other awards which are administered and
sponsored by organizations external to Simon Fraser

University.

To deal generally, on behalf of Senate with the establishment
or discontinuance of any fellowships, scholarships, exhibitions,
bursaries, prizes, or other awards including review,
modification and approval of the of the terms of reference
of fellowships, scholarships, exhibitipns, bursaries, prizes
and other awards.

To report, in March of each year, to Senate on the
procedures and criteria developed to implement charges,

2. Composition of the Senate Committee on Scholarships, Awards and
Bursaries.
2.1 ?
The Committee shall consist of nine members, plus a Chairman,
all of whom shall be voting members.
The Chairman shall be a full-time faculty member appointed
by Senate for a term of three years. The Chairman shall
be eligible for reappointment.
Three of the nine members shall be full-time faculty members,
selected by Senate. The term shall be two years, with
appointment in odd numbered years. Members appointed to
the Committee by Senate shall be eligible for reappointment.
Three of the nine members shall be full-time faculty members,
elected one each by and from the Faculties of Arts, of
Education, and of Science respectively. The term shall be
two years, with election in even numbered years. Members
elected to the Committee from the Faculties shall be
eligible for re-election.
Three of the nine members shall be students, to be selected
by the Simon Fraser Student Society by means of its choice.
However, there shall be no more than one student from the
Faculty of Arts, or from the Faculty of Education, or from
the Faculty of Science. The term shall be one year. Members
selected by the Simon Fraser Student Society shall be
eligible for reappointment.
Appointments of faculty members through elections shall
follow normal rules pertaining to Senate committees.
NON-VOTING MEMBERS:
The Financial Aid Officer shall be a non-voting member of the
Committee, as shall be such other individuals who, in the
judgment of the Committee, will provide a substantial
contribution not offered by one or more of its members.

2.2 ?
In elections held by Senate at its meeting of October 1,
1973, J.M. Kitchen was elected by ballot to replace A.M.
Unrau as Chairman. Term of office is for three years
from October 1, 1973 to September 30, 1976. R.A.D.
Beck, J. Wyatt and J.C. Irwin were elected by
acclamation to replace W.E. Williams, T.J. Mallinon,
and R.R. Rennie as faculty members.
In July 1973, M. Feilman was appointed by the Faculty
of Arts to temporarily replace R. Debo as faculty member
for the period from September 1, 1973 to April 30, 1974
In September 1973, the Simon Fraser Student Society
selected J. Honcharykand H. Nishida to replace S.B.
Hean and W.F. Steward, and reappointed M. Shillow as
student members.
In July 1973, W.R. Makarchuk was appointed Financial
Aid Officer and non-voting member to fill the vacancy
created by the resignation of D.L. Clarke.

Operational Organization
In 1973, the Senate Committee on Scholarships, Awards and Bursaries
reaffirmed the subcommittee structure developed in 1972. The
business of the Committee was divided between the Awards Subcommittee,
the Scholarship Subcommittee and the Parent Committee. The duties
of the subcommittees are described herein.
3.1 Scholarship Subcommittee of the Senate Committee on Scholarships,
Awards and Bursaries
This subcommittee is charged with determining the distribution
of Simon Fraser University Open Scholarships, Simon Fraser
University Entrance Scholarships, Simon Fraser University
Graduate Scholarships and scholarships donated by individuals
or organizations external to Simon Fraser University. All
applications submitted for scholarships are adjudicated by
this subcommittee. Requests for reconsideration of
unsuccessful applications for scholarships are processed by
this subcommittee.
It is the responsibility of this subcommittee to review the
policies governing scholarships and recommend policy changes
to the Senate Committee on Scholarships, Awards and Bursaries
where appropriate.

3.3 Responsibilities of the Financial Aid Officer
The Financial Aid Officer is responsible for the adjudication
of applications submitted for Simon Fraser University Bursaries
and bursaries sponsored by individuals or organizations
external to Simon Fraser University.
Requests for reconsideration of unsuccessful applications
for bursaries are processed by the Financial Aid Officer.
If the applicant feels agrieved by decisions made in
connection with his bursary application, the application
is presented to the Senate Committee on Scholarships,
Awards and Bursaries for final adjudication.
The Financial Aid Officer has been delegated the responsibility
of processing bursary applications in an attempt to give

more immediate and personal response to the individual
financial situations of applicants. The procedures used
to process bursary applications include personal interviews
between the student and the Financial Aid Officer. The
terms of reference for bursaries are discussed in section
4.3 of this report.

Terms of Reference and Summary of disbursements made under
programmes sponsored or administered by Simon Fraser University.
4.1 Simon Fraser University Open Scholarships
University Scholarships ranging in amounts up to $300.00
are available to Simon Fraser University undergraduates
on a competitive basis. These scholarships are open to
any student in any Faculty who has attended at least one
semester
,
at Simon Fraser University.
These scholarships are awarded on the basis of scholastic
achievement measured in terms of the Fine Grade Point Scale.
This scale provides a mechanism to weight pluses and minuses
awarded in the letter grade system. The following
equivalents were used during 1973.

The Grade Point Average used in Scholarship consideration is
calculated on the most recent three semesters of attendance,
or 36 semester hours. The averages for candidates who have
not yet, completed 36 semester hours are calculated on the
number of hours which have been completed.
Normally to be eligible for University sponsored scholarships,
the academic standing under consideration should have been
• ?
attained in a full-time programme of 12 semester hours or
more. The candidate should also be registered in 12 or more
semester hours in the semester in which the scholarship is
given.

Normally, scholarships are awarded for one semester. In
those cases where a scholarship extends over a period of
more than one semester, payment of the second and/or
third portion of the scholarship is conditional upon the
student obtaining a satisfactory standing in the immediately
preceding semester.
While the student may have the honor of winning more than one
scholarship during the semester, the Senate Committee will,
in most cases, grant the monetary value of the second
scholarship to the next qualified student.
The winner of a scholarship, if he or she so desires,
may retain the honor of the award, but decline the
monetary value. Any funds thus made available will be used
for additional •awards.
The following tables represent the distribution, in 1973, of
Simon Fraser University Open Scholarships and Scholarships
donated by individuals or organizations external to Simon
Fraser University, but administered by Simon Fraser University.

Supplements are amounts awarded to
students receiving privately donated scholarships and who
would otherwise qualify for a Simon Fraser University
Scholarship of higher value.
Pro-rations are the reduced value of scholarships earned by
students enrolled in less than full course loads .during the
qualifying semesters.
For the summary relating to Simon Fraser Open Scholarships
for the 1973 - 1 and 1973 - 3 semesters, the Grade Point
Average Range for all faculties is the same.

Simon Fraser University Entrance Scholarhips
Simon Fraser University offers a number of scholarships on
a competitve basis to students of high academic ability
and who are registering in a course of studies at Simon
Fraser University for the first time. Entrance Scholarships
are divided between four major categories; Secondary School
Entrance, Gordon Shrum Entrance, Regional College Entrance,
and University Transfer.
Secondary School Entrance Scholarships range in value up
to $250.00, and are available for competition to graduated
high school students and to students being admitted as
early entrants from grade eleven.
A maximum of thirty Gordon Shrum Entrance Scholarships
valued at $300.00 each are offered annually to students
entering Simon Fraser University from British Columbia
Secondary Schools. These scholarships are offered to
students who have obtained the highest standings in the
B.C. Government Grade 12 Scholarship examinations.
Regional College Entrance Scholarships range in value up
to $300.00 and are available for competition to students
entering Simon Fraser University from Regional, Junior or
Community Colleges.

Simon Fraser University from recognized degree-granting

Simon Fraser University Open
Bursaries
Simon Fraser University offers a large number of non-
repayable grants to students demonstrating financial need
and whose academic record is satisfactory. These bursaries
are intended to provide students with a supplemental
source of income, which, when added to other major sources
of income will provide the funds required to defay
Educational Expenses. The value of these grants range
to $225.00 per semester.
All undergraduate. students are eligible for consideration
provided that they have achieved a most recent semester
grade point average of 2.0 or greater. Students who are
attending Simon Fraser University for the first time are
also eligible.
Candidates are required to complete an application form
detailing their financial situation. Information concerning
the expense and income for each candidate is carefully
evaluated. A large number of applicants are required to
present themselves for an interview
in
the Financial Aid
Office to provide supplementary information or to present
a more detailed summary of their financial situation.
The majority of bursary funds expended during each
semester is disbursed on the first day of classes with
a smaller amount being disbursed during the course of the
semester. The following table ref}ects the amount of

Bursary Plan and bursaries administered by Simon Fraser
University and sponsored by individuals or organizations
external to Simon Fraser University.
The figures listed under disbursements reflect the funds
initially expended. Approximately 7% of all monies
expended are returned to the fund due to pro-rations
and student withdrawal.
Students must register in a minimum 12 semester hours in
order to receive the full value of the amount awarded.
Awards made to students who register
in
less than 12 hours
will be reduced in a proportionate basis (e.g. a $150.00
bursary will be reduced to $75.00 if the student registers
in 6 hours which is 6/12 or 1/2 full time enrolment).

recognition of superior ability or outstanding contribution
to varsity athletic activities. These awards range in value
to $227.00 per semester.*
Students must have achieved a minimum fine grade point
average of 2.2 in this most recent semester of attendance
and must not be on academic probation.
Suitable qualifying candidates are normally nominated by
the Department of Athletics. The following table represents

Simon Fraser University Graduate Scholarships
Ten University Graduate Scholarships may be awarded
annually by Simon Fraser University. These scholarships each
carry a cash value of $3,804.00 disbursed over three
semesters in equal instalments of $1,268.00. These
scholarships are available for competition to Simon
Fraser University graduate students who have a
Bachelor's Degree with a grade point average of at
least 3.5 or the equivalent and have completed at least
one semester in a graduate degree programme at this
University.

Simon Fraser University Graduate Stipends
A stipend of $1,200.00 is made available to graduate
students through the Office of the Dean of Graduate
Studies from the President's Research Fund. These awards
are made to enable graduate students to devote their
full attention to the completion of degree requirements.
The stipends are allocated on the basis of the general
conditions stated below:

The recipient must be a Master's or Doctoral student
who has satisfactorily completed two residence semesters
toward the degree for which he is currently registered.

The recipient must be a Master's or Doctoral student
undertaking a full semester programme of study; he may
not be registered on leave.
The recipient may not receive any other remuneration
during the tenure of the award. In special circumstances,
exceptions to this condition may be made with the prior
approval of the Senate Committee on Scholarships, Awards,
and Bursaries.
Reapplication from previously unsuccessful candidates will
be considered without prejudice.
Normally, one Graduate Student Stipend may be awarded
while a student is working toward any one degree.
Application for Graduate Student Stipends must be
submitted for initial approval of the Senior Supervisor
and Department Chairman who will forward it to the Dean
of Graduate Studies.

The Senate Committee on Scholarships, Awards and Bursaries
awarded B.C. Government Scholarship to the top 17% of the
full-time student body. The amount of the scholarships
varied from 1/3 to 3/4 of fees depending on the student

The Government of British Columbia changed the character
and name of these scholarships effective April 1, 1973.
The scholarships have been renamed Government of British
Columbia Scholastic Awards.
The Provincial Government will give an award of $100.00 to
each of a number of the top ranking eligible students
attending Simon Fraser University on the basis of their
standing upon completion of a full programme of undergraduate
studies extending through one semester. These awards are
open for competition at the end of each semester and may
be granted up to a maximum of 17% of the number of
students registered in a minimum of 15 semester hours.
To be eligible for these awards a student must be a
Canadian citizen who has resided
in
the province of British
Columbia for not less than twelve consecutive months
• ?
preceding the first day of the month in which he commenced
the qualifying period of post-secondary studies, or he
may be one who has been a landed immigrant for at least
twelve consecutive months and who fulfils the above
criteria of residence in the province of British Columbia.
These Scholastic Awards will not be granted to students
whose average standing in all courses of full programme
in the qualifying session is less than 2.69.
To be eligible for one of these awards each candidate will
be required to submit an application on a form available
from the Financial Aid Office. The application form
must be completed in full and may be subject to verification.
Applications for these Scholastic Awards must be in the
hands of the Financial Aid Officer before the last day of
lectures of each semester. The Award will be given to a
successful candidate in the form of a personal cheque.

had calculated the number of Scholastic Awards as 17% of
those students enrolled in a minimum of 12 semesterhours.

Canada Cement Lafarge Limited Scholarship
Candidates must be proficient in French. One scholarship
of $250.00 per semester to be awarded on the basis of
scholastic achievement in consultation with the donor.

James H. Edwards Senior Scholarship
Candidates are to be outstanding students in the Arts
programme. The year or subject in which the student
obtains distinction is to be entirely at the discretion
of the Senate Committee on Scholarships, Awards and

5.3 ?
J.T.E. Palmer Memorial Scholarship
The above scholarship valued at $500.00 is awarded in two
parts of $250.00 each. The first part is to be given to the
outstanding freshman student at the end of the Fall Semester
providing the student is returning to the University for
the Spring Semester. The second disbursement is to be
awarded to the same student for his/her third semester
provided registration takes place within eight months
of the completion of the second semester and if the student
maintains honors standing.

Candidates must be women who are full time undergraduate

5.5 The West Vancouver Teacher's Association Scholarship
Candidates must be graduates of West Vancouver Secondary
Schools who have successfully completed a minimum of four
semesters (60 semester hours) in Arts or Science, and a
minimum of one semester in the Professional Development
Programme at Simon Fraser University.
The scholarship of $150.00 is offered for each semester
involving teacher training. The scholarship is awarded
on the basis of academic standing and teaching performance,
and made in consultation with the above mentioned association.
One scholarship @ $150.00 awarded annually.

Gulf and Fraser Fishermen's Credit Union Bursary
The above credit union has established a bursary of
$500.00 to be disbursed at $250.00 a semester for two
semesters. The recipient will be a deserving active
member, or son or daughter of an active member of the above
named credit union, who is a student in any faculty at
Simon Fraser University. The bursary will be awarded in
consultation with the Credit Union and take into
consideration the academic achievement and financial need
of the student.

Pacific Coast Fishermen's Mutual Marine Insurance
Company Bursary
A bursary of $450.00 to be awarded in two equal parts in
two continuous semesters to a student who is the son,
daughter, or legal ward of a West Coast Commercial
fisherman living or deceased. Families of past and
present members of the above Marine Insurance Company
who are living on the coast of British Columbia are
also eligible. A letter describing the family fishing
history and types of boats and names to accompany the
bursary application.
One bursary @ $450.00 awarded annually in two parts.

S.F.U. Staff Association Bursary
This bursary is awarded annually to members of the
immediate family of Staff Association members. Financial
need and academic achievement shall be the basis of the

5.10 Vancouver Civic Employees Union Bursary
This bursary is offered annually to a student who has
financial need and shows competence in any semester and
faculty. The recipient will be chosen upon consultation
with the Canadian Union of Public Employees, and be a
member of the union, the son or daughter or ward of a
member of deceased member; or son or daughter of any
trade union member.
One bursary @ $150.00 awarded annually.
5.11 Summary:
Of the ten programmes available from which funds were
available, the Financial Aid Office was able to recommend
fourteen recipient students. The combined value of the
awards totalled $3,175.00.

5.12 The Government of Canada Student Loans Plan
This is a plan introduced by the Federal Government to
assist students who, without loan assistance, would be
unable to pursue full time post-secondary studies at a
specified educational institution. The maximum loan for
an academic year is $1,400.00. Total loans to any student
cannot exceed $9,800.00. A loan of up to $700.00 may
by authorized for a single semester which is part of a
longer programme of study. Borrowers under the plan are
required to repay principle and interest by regular
monthly instalments.
Payments commence six months after the borrower ceases
to be a full time student at a specified educational
institution. No payments are made while the borrower
is a full time student nor for six months thereafter.
Interest during this period is paid by the Federal
Government on behalf of the student.
Need for loan assistance is determined by Provincial
Loan authorities in accordance with administrative
criteria established for use throughout Canada.* A
parental contribution table is an integral part of
the criteria and is applied in all cases where the
student has not established financial independence as
defined in the Canada Student Loans Plan. Students are
expected to save a substantial amount of any income
from summer or other employment. Lack of funds due to
unessential spending may not be considered as unavoidable
need for loan assistance. Students who apply for loans
should consider carefully the repayment obligation.

When the application is completed it must be submitted to
the Financial Aid Officer of the British Columbia
educational institution to be attended. Students planning
to attend institutions outside of British Columbia will
send applications directly to: Student Affairs Branch,
Division
of
Post-Secondary Services, Department of Education,
535 Yates Street, Victoria, B.C. V8W M.
If the student's application is approved, the student will
receive in the mail a Certificate of Eligibility. The
student must take the Certificate to the Financial Aid Office
for signature confirming registration. The student then takes
it to his or her bank and the loan is put through the
student's account. Students are advised to keep in constant
touch with the bank from which they secure their loan.
In order to retain their interest free status, students
must obtain a Schedule 2 form from their bank and have their
full time enrolment confirmed each semester by the Financial
Aid Office.
Confirmation of enrolment must be obtained during the
semester concerned, and cannot be made retroactive.
The following statistics provided by the Department of
Education for the Government of British Columbia indicates
the amount of support provided by Canada Student Loans
to students attending Simon Fraser University during 1973.

5.13 British Columbia Government Bursaries
The Government of the Province of British Columbia annually
provides funds to assist students who are residents of
this province to commence or to continue an acceptable
full time programme of post-secondary study at designated
post-secondary institutions.
The Provincial Bursary Plan is administered in conjunction
with the Canada Student Loans Plan, its purpose being to
enable qualified needy students to reduce the amount of
indebtedness they must incur to continue their post-
secondary education. As the Provincial Bursaries are free
grants of money from public funds, students and the parents
of students defined under the Plan as financial dependents
must accept the principle that they are primarily responsible
for provision of the funds required for the expenses of post-
secondary education. The Provincial Bursaries Plan and the
Canada Student Loans Plan make available means to supplement

funds available from the student/family resources.
The British Columbia Provincial Bursary is available only to
those students who are proceeding to a diploma or a first
degree at the undergraduate or equivalent level of a post-
secondary programme of study. A Provincial Bursary will not
be granted to students in Post-Graduate Studies, nor to
those registered as "qualifying" or "unclassified". These
bursaries may be granted only to students in full attendance
in a full programme of undergraduate or equivalent level
of post-secondary studies.
There are four categories of bursaries. The amount of that
granted to an applicant for assistance depends upon the total
amount of his financial need as determined under the
Regulations of the Canada Student Loans Plan, and as
?

recommended to the British Columbia Student Aid Committee.
To qualify for the grant of a Province of British Columbia
Bursary (money that does not have to be repaid), a student
must:

comply with the criteria of the Canada Student

Authority of British Columbia

submit in accordance with the instructions stated
on the form a fully completed Application for
Financial Assistance

is cleared.
During 1973, 732 students attending Simon Fraser University
received $198,500.00 from the British Columbia Government
Bursary Plan. This amount provided an average award of $271.00.
These figures are provided by the Department of Education and
are considered misleading. Although they are the only statistics
available, they do not provide for a separation of awards by
semester. Consequently, the number of recipients is aecreasea
by that number who received two semester awards. The net effect
is to unrealistically inflate the average size award per student
per semester.

The following is a list of those Scholarships, Awards and
Bursaries that were offered and have been accepted by the
Senate Committee on Scholarships, Awards and Bursaries on
behalf of the Simon Fraser University Senate. These
scholarships, awards and bursaries are presented herewith
for ratification of their terms of reference by the Senate.
7.1 ?
Private Financial Assistance
CARLING'S SCHOLARSHIP - $250.00 per semester
The Caning Breweries will each year, upon recommendation
of the Simon Fraser University Senate Committee on Scholarships,
Awards and Bursaries select a student to be known as the
CARLING SCHOLAR.
The Carling Breweries will pay tuition fees for Fall and
Spring Semesters on behalf of the CARLING SCHOLAR and make

an additional award for books to make the total award $250.00.
Candidates must be in their second year of studies in
Biology or Bio-Chemistry (i.e. have accumulated not less
than 24 hours of credit), be in good academic standing,
indicate a career interest related to the brewing industry
and demonstrate financial need. Ordinarily, the CARLING
SCHOLAR must be enrolled in 12 or more semester hours while
sponsored by Carling Breweries and maintain a grade point
average of not less than 2.50.
CARLING SCHOLARS will continue to be sponsored by Carling
Breweries during their third and fourth years of study
provided the preceding criteria continue to be met.
Should nosuitab1e candidate be available in Biology or
Bio-Chemistry the Senate Committee on Scholarships,
Awards and Bursaries may recommend a student of Chemistry
provided he meets all other criteria of candidacy.
ELIZABETH YOUNG MEMORIAL BURSARY - $200.00
Annual bursary established in memory of the late Elizabeth
Young. This bursary is awarded to a student who demonstrates
financial need and has achieved satisfactory academic standing.

PURPOSE - to provide students with a supplemental source of
income, which, when added to other major sources of income
will provide the funds required to defray Educational Expenses.

The British Columbia Sugar Refining Company has made
available a bursary fund of $2,500.00 to assist students
in the Department of Chemistry, Mathematics and Physics
in the Faculty of Science. Ordinarily, these bursaries
will be awarded to undergraduates who have completed 60
or more credit hours towards their degree. Candidates
should request that their respective departments forward
a recommendation to the Senate Scholarship Committee.

Award for a student in Commerce who demonstrates financial
need and has a good academic record.

made on the recommendation of the Financial Aid Officer in
consultation with the Head Football Coach.
HAMBER FOUNDATION - $2,000.00
Two separate funds were established, one to award bursaries
to needy women students with a good academic record, and
one to award bursartes to needy men students with a good
academic record.

PASQUALE CAPOZZI AWARD FOR FOOTBALL - $500.00
Two annual Athletic Awards of $250.00 each have been
established by Mr. Herb Capozzi, and are to be awarded
to students who exhibit outstanding ability in football.
This award is to be given on the basis of athletic
ability combined with proven academic achievement. Male
students of any faculty are eligible.
BON VOYAGE TRAVEL CLUB ATHLETIC AWARD - $450.00
Bon Voyage Travel Limited have established an Athletic
Award in the amount of $450.00 to be awarded to a student
who exhibits outstanding athletic ability and factors that
will be taken into consideration in granting this award
will be academic achievement, and character. Male or
female students in any faculty are eligible. Apply to
the Director of Athletics.
