alternative IV.1 (c), "That a non-Senate presidential committee be
established to advise the President on budget formulation, and that
this committee include representatives elected by and from Senate."
J. Munro requested reconsideration of this action at the next Senate
meeting. Attention is drawn to Appendix A attached.

Addendum to:
Report of Senate Committee on the
Working Paper on University Governance
in British Columbia.
The following should be inserted on page 1 of the Report (S74-27)
between the second and third paragraphs: -
It is comparatively easy to deal with the process of University
Governance where University objectives are recognized. Clearly, at
a time when the objectives of the Universities are being seriously
called into question establishment of consensus on objectives is
a manifold task. Philosophically it is the view of this Senate
Committee that the role of Universities in the Province of British
Columbia is:

to question and search for truth
to disseminate truth
to preserve truth
to contribute and preserve what is judged 'best' of our culture
to study, understand, and learn from the cultures of others
to act as a constructive critic of our society
to accomplish the above with particular reference to the
province of British Columbia
to search for an effective interface to accomplish the
above objectives.
Specifically to Simon Fraser we must identify what we do best and
where we are best equipped to meet the needs, demands, and expectations
of intellectual growth in ourselves, the citizens of our Municipality,
Province, and Country, and in the cultural development of the aforementioned.
Up to now our particular frame of reference has been derived from the
expectations of a "liberal arts university". While in the past such a
definition may have served some use it is time for it to be further
differentiated. To that end the following is recommended:
(a)
That Senate strike a three-member committee consisting of
an administrator, a faculty member, and a student to examine,
discuss, and develop an academic philosophy and academic
objectives for Simon Fraser University;
(b)
That this committee present a report to Senate for its con-
sideration at the May meeting;
(c)
That the Chairman of Senate inform the Minister of this under-
taking;
(d).That the other Provincial Universities be urged to consider
similar undertakings;
(e)
That the Senate Report to the Committee on University Governance
be considered a preliminary report and subject to reconsideration
in the light of this investigation, which may modify the process

by which this university wishes to be governed and govern; and
(f)
That Senate knowing the limitations inherent
