Please put the attached motion on the next agenda of Senate.
Motion: ?
Full implementation of the recently approved Ph.D.
Program in Kinesiology is to be delayed until
September 1, 1976. Studentswho have already gone
through the full admissions process (i.e. have
already been notified by the Registrar of their
admission) are exempt from this regulation and may
register prior to September 1976. Any further
notices for admission of Ph.D. students shall
apply only to entry for Fall semester 1976 or
later.

Rationale:
?
Approval for immediate implementation of the Ph.D.
program in Kinesiology by the Senate Graduate
Studies Committee, by the Academic Planning
Committee and by Senate was granted as the result
of repeated assurances that adequate staffing would
exist in the department as of Fall 1975, and in
particular that the position for a faculty member with
strong medical background would be filled.
Since then the following facts have emerged:
1)
No candidate suitable for a permanent position
with the desired medical background has been found.
The position will be filled by visiting faculty and
the search for a permanent candidate will be con-
tinued.
2)
Dr. Banister will be on sabbatical leave and will
be replaced by visiting faculty until Fall 1976.

These facts support strongly the reservations with regard to
?
immediate implementation of this program contained in the recommendation
• of the Assessment Committee of New Graduate Programs, also stated in two
of the external assessors' evaluations. They invalidate at least
partially, the counter-arguments presented previously by the department.
It is now apparent that immediate implementation of the
program may well have been approved by Senate on the basis of incorrect
assumptions.
