SENATE COMMITTEE ON CONTINUING STUDIES
Recommendations Concerning the Development
of Correspondence Courses
With the objective of providing at lowest cost maximum accessibility to
degree completion opportunities, it is recommended that:
(1)
All courses developed for correspondence instruction be chosen from
those courses that have been approved by Senate for degree credit purposes.
(2)
Current University regulations and policies concerning credit courses
should apply equally to correspondence courses.
(3)
Departments exercise the usual authority with respect to curriculum
and appointment of instructors.
(4)
In selecting courses to be developed priority be given to:
(a)
the requirements of off-campus programs.
(b)
the opportunity of completing Bachelor of General Studies degree
requirements solely by correspondence study, or by correspondence
study and some means of achieving immediate student-teacher
interaction.

The following topic was presented at the May 5, 1975 meeting
of Senate and is provided herewith for further discussion at the June 2
meeting of Senate.
The report of the Senate Committee on Alternative Academic
Philosophies and Objectives for Simon Fraser University was received
earlier and distributed with the Senate agenda for April 1975, with
indication that the report would be placed on the agenda for discussion
at the May 1975 and subsequent meetings. (The report on original
distribution was identified as S.75-A, and now is S.75-73.)
In view of the importance of the topics contained therein,
it is envisaged that the report will appear on the agenda for more
than one meeting. In addition, with the current changes in Senate
membership, it is desirable that both present members of Senate and
new members have opportunity to express views. To this end newly
elected members of Senate have been invited to attend the May meeting
as observers of the discussion with expectation that the item will be
on the agenda for June or later meetings at which they would be full
participants.
The Senate Committee on Agenda and Rules proposes that at
the May meeting (i) this item be dealt with through "informal considera-
tion of the question," (ii) that in particular retiring members of Senate
have opportunity to express views, (iii) that the period for informal
consideration be one half hour which, by majority vote, may be extended
for a further period of up to one-half hour, (iv) that following the
informal consideration further discussion on the report be postponed
until the June meeting of Senate.

That Senate establish the following rules relating to the operations
of Senate Committees. These do not preclude a committee from making
additional rules of operation not inconsistent with these rules.
RULES OF SENATE COMMITTEES
1. Preamble
These rules are intended to be in accordance with the Universities
Act and the Rules of Senate, as amended from time to time. In the event
of any conflict the Universities Act and/or the Rules of Senate shall
prevail.
2. Officers
a)
Chairman: The Chairman of a Senate Committee is empowered and
.
expected to take the actions deemed necessary to ensure
orderly advancement of the legitimate business of the
Committee.
b)
Secretary: In the absence of the regular Secretary or his
designate, the Chairman shall appoint a Secretary pro tem.
3. Open and Closed Sessions
1) Meetings of Senate Committees may be divided into two sessions:
an Open Session to which observers may be admitted; a Closed
Session for the discussion of business deemed by the Committee
to be of a confidential nature and to which observers shall not
be admitted.
ii) The agenda for the Open and Closed Session can be placed into an
immediately following Closed Session, if at any time prior to or
during discussion of the item, by successful motion to have it so
placed, such requiring only a simple majority. This motion may
be spoken to only by the mover and by one other person who wishes
to speak against the motion. An identical procedure shall be
followed if it is wished that an item be moved from the Closed to
the following Open Session.
4. Observers
iii)
Provision shall be made for a limited number of observers at Open
Sessions of Senate Committee meetings.
The Chairman of the Committee shall designate the number of seats
to be made available for observers. Observers shall not exceed
the number of seats provided for them.
Observers may be students, faculty or staff of Simon Fraser Univer-

sity.
iv)
Observers shall conduct themselves in such a manner as not to
interfere with the business of the Committee.
v)
No observers shall be required to leave the Open meeting of the
Committee except on the ruling of the Chairman or on the vote of
the Committee by simple majority without prior notice of motion.
