That Senate approve, as set forth in S75-58, the granting of
18 semester hours of transfer credit (to be credited as
Education 401/402 and three unassigned credits in Education)
to those who have completed the ten course program and received
a licence from the Community Care Facilities Licensing Board,
subject to each of the following: -
1. That credit be granted on recommendation of the Dean of the
Faculty of Education.
2.
That credit be limited to students accepted to the Professional
Development program.
3.
That credit be contingent on successful completion of Education
405.
4.
That in order to be eligible for credit the licensing board
courses must have been completed prior to December 31, 1973.
5.
That these provisions be made only to, December 31, 1978.

The attached proposal to approved credit in
Education 401 and Education 402 with three hours of unassigned
credit in Education for the ten Community Care Facilities Licensing
Board Courses, contingent on demonstration of competence in
Education 405, was considered by the Senate Undergraduate Admissions
Board at its meeting of 6th March. It should be noted that this
proposal is seen as a rescue operation for a specific group of
people rather than as the provision of an alternate route to
teacher' certification. Consequently, if the proposal is approved
by Senate, the granting of credit will be limited to those people
who completed the courses in question before the end of 1973 and
will be in effect for a period of five years only.
This proposal is now forwarded to Senate for its
consideration, with the Board's recommendation that it be approved.

Last year the Joint Board of Teacher Education expressed concern
regarding the transition of individuals from private kindergartens to
kindergartens sponsored by school districts. In order to facilitate
that transition the universities were encouraged to provide up to 18
semester hours of transfer CL-edit for the cariniunity care courses in

The following motion was passed at the Faculty of Education meeting
of March 19, 1974.
MOTION: Ellis/Trivett
"That Simon Fraser University grant credit for courses offered
under the auspices of Community Care Facilities LicensingBoard
to a maximum of 18 semester hours in lieu of Education 401,
EdUcation 402 and 3 hours ducation unassigned in accordance
with regulations contained in paper FE 74-3. Specifically
noted was regulation five: that this provision be made for five
years only - i.e. from January 1, 1974 to December 31, 1978Y"
I have attached papers which outline this proposal in greater detail.
What further action should we take to make this procedure official?

Rationale:
In 1973 legislation brought additional kindergartens under the jurisdiction of school
districts. Under that jurisdiction, kindergarten teachers are required to possess
teaching certificates. Prior to that time one of the major routes to accreditation
for kindergarten teaching was to obtain ten courses and a licence from the Community
Care Facilities Licensing Board. In 1973 the Joint Board of Teacher Education
recognized the potential shortage of trained kindergarten teachers; furthermore had
recognized that among the ranks of people holding the Community Care Facilities
Licensing Board accreditation were a substantial number of committed and competent
kindergarten teachers who might well be displaced when their functions were brought
under the jurisdiction of school districts. For this reason, the Joint Board recommended
that transfer of credit be granted to a maximum of nine units (18 semester hours) in order
to facilitate a career transition..

The rationale for making credit contingent on successful completion of Education
405
is as follows; it is not the courses per se which are being accredited, but the
competence those courses were designed to develop. Consequently, it Is appropriate
for Simon Fraser University to assess that competence in a context where the candidate
is under its supervision.
Finally, it should be noted that, in accordance with the recommendation of the Joint
Board of Teacher Education, the University of B.C. is already granting equivalent
credit, 1. c. nine units.
