1. ?
Terms of Reference governing the Senate Committee on Scholarships,
Awards and Bursaries
The Senate Committee on Scholarships, Awards and Bursaries is a
standing committee continued and charged by Senate:
1.1 To award fellowships, scholarships, exhibitions, bursaries
prizes, and other awards which are sponsored or administered
by Simon Fraser University.
1.2 To propose, when requested, candidates for the receipt of
certain fellowships, scholarships, exhibitions, bursaries,

prizes, and other awards which are administered and sponsored
by organizations external to Simon Fraser University.
1.3 To deal generally, on behalf of Senate with the establishment
or discontinuance of any fellowships, scholarships, exhibitions,
bursaries, prizes, or other awards including review, modification
and approval of the terms of reference of fellowships, scholar-
ships, exhibitions, bursaries, prizes and other awards.
1.4 To report, in March of each year, to Senate On the procedures
and criteria developed to implement charges, (1), (2), and (3)
and actions taken under charges (1), (2), and (3).

2. Composition of the Senate Committee on Scholarships, Awards and
Bursaries
2.1 The Committee shall consist of nine members, plus a Chairman,
all of whom shall be voting members.
The Chairman shall be a full-time faculty member appointed
by Senate for a term of three years. The Chairman shall be
eligible thr reappointment.
Three of the nine members shall be full-time faculty members,
selected by Senate. The term shall be two years, with
appointment in odd numbered years. Members appointed to the
Committee by Senate shall be eligible for reappointment.
Three of the nine members shall be full-time faculty members,
elected one each by and from the Faculties of Arts, of
Education, and of Science respectively. The term shall be
two years, with election in even numbered years. Members
elected to the Committee from the Faculties shall be eligible
for re-election.
Three of the nine members shall be students, to be selected
by the Simon Fraser Student Society by means of its choice.
However, there shall be no more than one student from the
Faculty of Arts, or from the Faculty of Education, or from
the Faculty of Science. The term shall be one year. Members
selected by the Simon Fraser Student Society shall be
eligible for reappointment.
Appointments of faculty members through elections shall
follow normal rules pertaining to Senate committees.

The Financial Aid Officer shall be a non-voting member of
the Committee, as shall be such other individuals who, in
the judgment of the Committee, will provide a substantial
contribution not offered by one or more of its members.

In elections held by Senate at its meeting of August 12,
1974, J.M. D'Auria was elected by ballot to replace J.M.
Kitchen as Chairman on an interim basis. Term of office
is for one year from September 1, 1974 to August 31, 1975.
In September 1974, C. Jones, R. Debo, and J. Trivett were
re-elected by their respective Faculties of

October 1, 1974 to September 30, 1976.
In November 1974, the Simon Fraser Student Society selected
H. Machholz and J. Hoffman to replace J. Honcharyk and H.
Nishida, and reappointed M. Shillow as student representatives.
In November 1974, K. Gilbert was appointed Financial Aid Officer
and non-voting member to fill the vacancy created by the
resignation of W.R. Makarchuk.

Operational Organization
In 1973, the Senate Committee on Scholarships, Awards and Bursaries
reaffirmed the subcommittee structure developed in 1972. The
business of the Committee was divided between the Awards Subcommittee,
the Scholarship Subcommittee and the Parent Committee. The duties
of the subcommittees are described herein.
3.1 Scholarship Subcommittee of the Senate Committee on Scholarships,
Awards and Bursaries
This subcommittee is charged with determining the distribution
of Simon Fraser University Open Scholarships, Simon Fraser
University Entrance Scholarships, Simon Fraser University
Graduate Scholarships and scholarships donated by individuals
or organizations external to Simon Fraser University. All
applications submitted for scholarships are adjudicated by
this subcommittee. Requests for reconsideration of
unsuccessful applications for scholarships are processed by
this subcommittee.
It is the responsibility of this subcommittee to review the
policies governing scholarships and recommend policy changes
to the Senate Committee on Scholarships, Awards and Bursaries
where appropriate.

3.3 Responsibilities of the Financial Aid Officer
The Financial Aid Officer is responsible for the adjudication
of applications submitted for Simon Fraser University Bursaries
and bursaries sponsored by individuals or organizations
external to Simon Fraser University.

Requests for reconsideration of unsuccessful applications
for bursaries are processed by the Financial Aid Officer.
If the applicant feels agrieved by decisions made in
connection with his bursary application, the application
is presented to the Senate Committee on Scholarships,
Awards and Bursaries for final adjudication.
The Financial Aid Officer has been delegated the responsibility
of processing bursary applications in an attempt to give
more immediate and personal response to the individual
financial situations of applicants. The procedures used
to process bursary applications include personal interviews
between the student and the Financial Aid Officer. The
terms of reference for bursaries are discussed in section
4.3 of this report.
The Office of Financial Aid as of January 15, 1975 is under
the administrative responsibility of the Vice President,
University Services.

4.1 Simon Fraser University Scholarships
University Scholarships ranging in amounts up to $300.00
are available to Simon Fraser University undergraduates
on a competitive basis. These scholarships are open to
any student in any Faculty who has attended at least one
semester at Simon Fraser University and who applies.
These scholarships are awarded on the basis of scholastic
achievement measured in terms of the Fine Grade Point Scale.

Normally to be eligible for University sponsored scholarships,
the academic standing under consideration should have been
attained in a full-time programme of 12 semester hours or more.
The candidate should also be registered in 12 or more semester
hours in the semester in which the scholarship is given.
Normally, scholarships are awarded for one semester. ?
In those
cases where a scholarship extends over a period of more than
one semester, payment of the second and/or third portion of the
scholarship is conditional upon the student obtaining a satisfac-
tory standing in the immediately preceding semester.
While the student may have the honor of winning more than one
scholarship during the semester, the Senate Committee will, in
most cases, grant the monetary value of the second scholarship
to the next qualified student.
The winner of a scholarship, if he or she so desires, may
retain the honor of the award, but decline the monetary value.
Any funds thus made available will be used for additional
awards.

Simon Fraser University Entrance Scholarships
Simon Fraser University offers a number of scholarships on a
competitive basis to students of high academic ability and
who are registering in a course of studies at Simon Fraser
University for the first time. Entrance Scholarships are
divided between four major categories; Secondary School
Entrance, Gordon Shrum Entrance, Regional College Entrance,
and University Transfer.
Secondary School Entrance Scholarships range in value up to
$250.00, and are available for competition to graduated high

school students and to students being admitted as early

entrants from grade eleven.
A maximum of thirty Gordon Shrum Entrance Scholarships valued
at $300.00 eachwere offered annually to students entering
Simon Fraser University from British Columbia Secondary Schools.
These scholarships are offered to students who have obtained
the highest standings in the B.C. Government Grade 12
Scholarship examinations.
Regional College Entrance Scholarships range in value up to
$300.00 and are available for competition to students
entering Simon Fraser University from Regional, Junior or
Community Colleges.
University Transfer Scholarships ranging in value up to
$300.00 are available for competition to students entering
Simon Fraser University from recognized degree-granting
institutions.
Candidates for Entrance Scholarships, other than Gordon
M. Shrum Scholarships, are normally evaluated according to
their academic achievement at their most recent institution
of attendance.
All other regulations governing scholarships discussed in
section 4.1 are in force for Entrance Scholarships.

4.3 Simon Fraser University Open Bursaries
.
?
Simon Fraser University offers a large number of non-
repayable grants to students demonstrating financial need
and whose academic record is satisfactory. These bursaries
are intended to provide students with a supplemental
source of income, which, when added to other major sources
of income will provide the funds required to defay
Educational Expenses. The value of these grants range to
$225.00 per semester.
Eligibility for consideration previously was open only to
undergraduate students who had achieved a most recent semester
gross grade point average of 2.0 or greater. The Senate
Committee temporarily suspended the 2.0 G.P.A. requirement
in the summer semester of 1974 as it could have been unduly
punishing students on academic trial. Subsequent evaluation
has led to the removal of the 2.0 requirement on a trial basis,,
for one year, to be reviewed at the end of the fall semester,
1975. Students who are attending S.F.U. for the first time
are also eligible.
Candidates are required to complete an application form
detailing their financial situation. Information concerning
the expense and income for each candidate is carefully
evaluated. A large number of applicants are required to present
themselves for an interview in the Financial Aid Office to
provide supplementary information or to present a more detailed
summary of their financial situation.

The majority of bursary funds expended during each semester

is disbursed on the first day of classes with a smaller
amount being disbursed during the course of the semester.
The following table reflects the amount of money disbursed -
during 1974, through the Simon Fraser Open Bursary Plan and
private bursaries administered by Simon Fraser University and
sponsored by individuals or organizations external to Simon
Fraser University.
The figures listed under disbursements reflect the funds
initially expended. Approximately 7% of all monies expended
are returned to the fund due to pro-rations and student
withdrawal.
Students must register in a minimum 12 semester hours in order
to receive the full value of the amount awarded. Awards made

to students who register in less than 12 hours will be reduced
in a proportionate basis (e.g. a $150.00 bursary will be
reduced to $75.00 if the student registers in 6 hours which is

Simon Fraser University Awards are granted in recognition
of superior ability or outstanding contribution to recrea-
tional athletics. These awards are available to students
participating in ice hockey, soccer, etc. Recreation Awards
range in value from $45.00 to $227.00 per semester.
Students must have achieved a minimum gross grade point
average of 2.0 in the most recent semester of attendance and
must not be on academic probation.
Suitable qualifying candidates are normally nominated by the

Simon Fraser University Awards
University Awards are granted in recognition of significant
individual contributions to the aesthetic, social and
cultural development of the University and its community.
Both undergraduate and graduate students are eligible to apply.
The awards range in value from $75.00 to $227.00.
Students must ordinarily have achieved a minimum gross Grade
Point Average of 2.0 during the semester of their contribution,
and must not be on academic probation, or in the case of first
semester, and transfer students, possess an equivalent high
• school or college standing.
Applicants who are graduate students must be registered
for residence credit in an approved programme.

University Awards may also be granted to students for
outstanding projects designed and intended for the enrichment
of the aesthetic, social and cultural environment of Simon
Fraser University. Students wishing to apply for a project
award must submit to the Financial Aid Officer a detailed
statement describing the project and its estimated costs.
For projects in progress, a statement indicating the extent
of completion and financial commitments must be included.
Grants will be deposited in special accounts and withdrawal
or payments shall be authorized by the Financial Aid Officer
or his designate. Normally, funds granted in this category
may not be used for remuneration of individual student
participants of a particular project.

Simon Fraser University Graduate Scholarships
• ?
Ten University Graduate Scholarships may be awarded annually
by Simon Fraser University. These scholarships each carry a
cash value of $3,804.00 disbursed over three semesters in
equal instalments of $1,268.00. These scholarships are
available for competition to Simon Fraser University graduate
students who have a Bachelor's Degree with a grade point
average of at least 3.5 or the equivalent and have completed
at least one semester in a graduate degree programme at this
University. In addition a recipient can now hold a teaching
assistantship for one semester of the three covered by the
scholarship.

Simon Fraser University Graduate Stipends
A stipend of $1,200.00 is made available to graduate students
through the Office of the Dean of Graduate Studies from the
President's Research Fund. These awards are made to enable
graduate students to devote their full attention to the comple-
tion of degree requirements.

The stipends are allocated on the basis of the general

The recipient must be a Master's or Doctoral student who has
satisfactorily completed two residence semesters toward the
degree for which he is currently registered.
The recipient must be a Master's or Doctoral student
undertaking a full semester programme of study; he may not be
registered on leave.
The recipient may not receive any other remuneration during
the tenure of the award. In special circumstances, exceptions
to this condition may be made with the prior approval of the
Senate Committee on Scholarships, Awards, and Bursaries.
Reapplication from previously unsuccessful candidates will be

British Columbia Government Scholastic Awards
The Senate Committee on Scholarships, Awards and Bursaries
awarded B.C. Government Scholarships to the top 17% of the
full-time students for the spring and summer semesters only
of 1974, specifically these awards were of a value of $100.00 to
each of a number of the top ranking eligible students attending
Simon Fraser University on the basis of their standing upon
completion of a full program of undergraduate study extended
through one semester. These awards were open for competition
at the end of each semester to students registered in a maximum
of 15 semester hours.
The Government decided to curtail this program, effective
August 31, 1974 and in its place introduced a new financial aid
program, details of which are described in section 5.2. The
province, in taking this action, does thereby afford no
official recognition to students of scholarly attainment. The
following summary represents the British Columbia Scholastic
Awards granted by Simon Fraser University during the months of
January to August, 1974.

5. Terms of Reference and Summary of Disbursements made under
programmes sponsored and administered by organizations external
to Simon Fraser University
5.1 The Government of Canada Student Loans Plan
This is a plan introduced by the Federal Government to assist
students who, without loan assistance, would be unable to
pursue full time post-secondary studies at a specified educa-
tional institution. The maximum loan for an academic year is
$1,400.00. Total loans to any student cannot exceed $9,800.00.
A loan of up to $700.00 may be authorized for a single
semester which is part of a longer programme of study. Borrowers
under the plan are required to repay principle and interest by
regular monthly instalments.
Payments commence six months after the borrower ceases to be
a full time student at a specified educational institution.
No payments are made while the borrower is a full time student
nor for six months thereafter. Interest during this period is
paid by the Federal Government on behalf of the student.
Need for loan assistance is determined by Provincial Loan
authorities in accordance with administrative criteria established

for use throughout Canada.

A parental contribution table is
an integral part of the criteria and is applied in all cases
where the student has not established financial independence as
defined in the Canada Student Loans Plan. Students are expected
to save a substantial amount of any income from summer or other
employment. Lack of funds due to unessential spending may not
be considered as unavoidable need for loan assistance. Students
*with the exception of the Province of Quebec.

who apply for loans should consider carefully the repayment
obligation being undertaken.
A student in need of a Canada Student Loan, must, as a
first step, obtain an application form from the institution
he or she plans to attend. The application must be completed
carefully and accurately by the student, and where applicable,
by his or her parents. Applications require declarations by
both the student and his/her parents that all information
provided is correct.
When the application is completed it must be submitted to
the Financial Aid Officer of the British Columbia educational
institution to be attended. Students planning to attend
institutions outside of British Columbia will send applications
directly to: Student Affairs Branch, Division of Post-Secondary
Services, Department of Education, 535 Yates Street, Victoria,
B.C. V8W
2Z6.
If the student's application is approved, the student will
receive in the mail a Certificate of Eligibility. The student
must take the Certificate to the Financial Aid Office for
signature confirming registration. The student then takes it
to his or her bank and the loan is put through the student's
account. Students are advised to keep in constant touch with
the bank from which they secure their loan.
In order to retain their interest free status, students must
obtain a Schedule

form from their bank and have their full

5.2 ?
British Columbia Government Bursaries (Grants-In-Aid)
• ?
1. The Government of the Province of British Columbia has
annually provided funds to assist students who are residents
of this province in commencing or continuing an acceptable
full-time program of post-secondary study at designated
post-secondary institutions.

The Provincial Grants Plan is administered in conjunction
with the Canada Student Loans Plan, its purpose being to
enable qualified needy students to reduce the amount of
indebtedness they must incur to continue their post-secondary
education. As the Provincial Grants are free money from
public funds, students and the parents of students defined
under the Plan as Financial dependents must accept the
principle that they are primarily responsible for provision
of the funds required for the expenses of post-secondary
education. The Provincial Grants Plan and the Canada Student
Loans Plan make aiailable means to supplement funds available
from the student/family resources.

The British Columbia Provincial Grant is available only to
those students who are proceeding to a diploma or a first
degree at the undergraduate or equivalent level of a post-
secondary programme of study. A Provincial Grant will not
be granted to students in Post-Graduate Studies, nor to
those registered as "qualifying" or "unclassified". These
bursaries may be granted only to students in full attendance
in a full programme of undergraduate or equivalent level
of post-secondary studies.

4. On September 1, 1974 the Provincial Government dramatically
changed its previous formula for granting of bursaries and
renamed this form of financial assistance a Grant-In-Aid.
A more complete report concerning the mode of operations for
the period January 1 - August 31, 1974 when Bursaries were
distributed, is available in last year's Annual Report.
This report will contain itself to the new financial
assistance program of the Department of Education which
commenced September 1, 1974.
Grants-In-Aid are made available to students who meet the
qualifications and criteria for the Canada Student Loans
Program, and are usually made in conjunction with a Canada
Student Loan. Under the new program the first $100.00 of
demonstrated need per semester is an outright grant-in-aid.
The balance of the need is made up of both loan and grant
on a 50% grant, 50% loan basis to a total maximum grant of
$750.00 including the initial $100.00 and the maximum loan
of $700.00 per semester for a total of $1,450.00 per semester;
$2,900.00 per education year.
During the months January - September 1974, 809 students
attending Simon Fraser University received $220,360.00 from
the B.C. Government Bursary Plan. For the months September -
December 1974, 1,170 students attending this university
received Grants-In-Aid in the amount of $912,220.00. These
figures are provided by the Department of Education and are
not entirely accurate as they do not fall neatly into the

January 1 - December 31, 1974 period which this report covers.
They are, however, the only statistics available.

The dramatic increase in the amount of money for the period
September to December results from the Department of Educations's
new financial aid program which has been previously described
and which has received wide publicity throughout the province.
It is worthy to note, herein, that the official publications
pertaining to this program are most misleading, especially
concerning the purported maximum of $2,900.00 per education
year (2 semesters) to eligible post-secondary undergraduate
students through a combination of non-repayable student grants
and Canada Student Loans. In reality the maximum amount of
money that a student in attendance at this university can
receive is $2,460.00. The reason for the discrepancy is that
the Department of Education has placed a limit on the amounts
of monies it will recognize as legitimate expenses for a
student to incur. The real maximum will vary slightly from
institution to institution depending upon fees, commuting
distance from the city, etc.

7. Terms of Reference of Programmes administered by Simon Fraser
University and established during1974.
The following is a list of those Scholarships, Awards and
Bursaries that were offered and have been accepted by the
Senate Committee on Scholarships, Awards and Bursaries on
behalf of the Simon Fraser University Senate. These scholar-
ships, awards and bursaries are presented herewith for
ratification of their terms of reference by the Senate.
7.1 Private Financial Assistance
A.
Royal Towers Athletic Award
A grant-in-aid scholarship of $300.00 will be
awarded to an S.F.U. student, regardless of Faculty,
who exhibits exceptional ability in wrestling. The
award, however, will not be based solely on this form

of achievement, but also on the basis of academic
scholarship and character.
B. B.C. Hockey Benevolent Association Award
An award of full tuition for Fall and Spring semesters
will be made to a student at S.F.U. who has an outstanding
background in ice hockey. The successful candidate will
be chosen by the Senate Committee on Scholarships, Awards
and Bursaries in consultation with the Department of
Recreation.
C.
Diamond Steel Athletic Award
An award of $250.00 will be awarded for the Fall
semester to a student of S.F.U., regardless of Faculty, who
exhibits exceptional ability in football. The award,
however, will not be based solely on this form of acli:Icve-

meets academic requirements. The successful candidate

Funds raised under the 10th Anniversary Fund since April 1, 1974
for open student aid have been transferred into a Permanent
Endowment Fund to provide perpetual bursary and scholarship
funds. This fund is a special project designed to attract to the
University a significant amount of money for student aid. The
monies received by the University are endowed and the interest

The Fine Grade Point Average of the three most recent
semesters, or 36 hours, is the basis for the competition.
Those successful students who have less than 36 hours will
receive a proportional amount of the scholarship which
ranges in value up to a maximum of $300.00.
