At its meeting of January 21, 1975, following
requests through the Deans of the Faculties of Arts and Inter-
disciplinary Studies, the Senate Committee on Undergraduate
Studies approved the following motion:
"That SCUS approve the revision of vector
descriptions contained in Paper SCUS 75-3
to reflect existing course organization,
recognizing that this action
does not
endorse limitation of course enrolment based
on organization, nor limit the prerogative
of SCUS to review present and proposed
instructional organization patterns."
In the discussion, it was emphasized that the changes
.
?
proposed were designed to ensure consistency between the instructional
organization of present offerings and the formal vectors to be
applied to courses. It was further emphasized that these technical
adjustments could not be used as a method to impose enrolment
restrictions. The Committee also wished to assure Senate that, while
the
present adjustments are being made to ensure uniformity within
the University and to bring all departments into line with new rules
on this question, a further review of existing and proposed offerings
will be undertaken.

Further to our recent discussions, it will be recalled that
(with some exceptions such as for directed readings courses), all
courses require a vector which is approved by the various committees
and Senate as a part of the original course submission; that the
Registrar's Office is charged with maintaining a file of the vectors
approved by Senate, and that Departments concerned are advised to do
likewise; that for the University Calendar the nature of the course
as approved may be expressed in word form (reflecting the vector
description) or in the numerical vector form; that the vector for
any given semester will appear in the Course Guide for that semester;
that the vector can be changed for any given semester, or semesters,
by the Chairman of the Department, subject to the approval of the
Departmental Curriculum Committee, and within the total number of
contact hours assigned to the course -with provision that if change
is to be made for any number of consecutive semesters consideration
should be given to a request for formal approval (through to Senate)
to change the original vector to that desired (ref. S.73-125 and
S.74-43 and memo from the Chairman, SCUS, July 15, 1974, - and Senate
action of December 2, 1974 permitting retention of the Senate approved
numerical vector in the calendar for those Departments and Faculties
so desiring).
In the submission of material for the Undergraduate Calendar
for 1975-76 generally these provisions have not presented any problem
but it is clear that there are some areas still requiring resolution.
As recommended to the Chairman of SCUS and to you, it is intended that
these be cleared immediately (unless there are unforeseen problems),
with presentation to the Senate Conithittee on Undergraduate Studies on
Tuesday, January 21, 1975.
In brief the problem areas arise from shifting in the word
forms for inclusion in Calendar as compared with the numerical form
originally approved, without Committee and Senate approval, and from
the emphasis to establish clarity.
The Faculty of Arts Curriculum Committee has approved a
number of changes of this type which likely should have gone forward
to Senate but the decisions are not fully clear on some items. The
apparent intent is being accepted for onward transmission unless there.
is information to the contrary. Some direct questions are being asked
to assist in actions needed. For example, clarification is needed as
.
is

S
.
-2-
to whether a course originally described as Vector (1-0-2), now
described as Lecture/Tutorial is to have a basically approved
vector of (1-2-0) or some other combination.
The Departmen
t
of Philosophy has a number of courses now
approved by the Faculty of Arts Curriculum Committee as "Seminar"
but shown in the present calendar as (3-0-2) or similar combination
of 5. It appears that this is now meant to be (0-3-0). If this be
the case, it should be so shown and it would then be this to be
presented to scus and Senate. This particular type of change seems
to parallel that which was undertaken on the new History submission
by SCUS and approved by Senate. If this not be the case, clarifica-
tion should be made, and appropriate data would be sent to those
bodies.
The attached sheets identify those courses about which
questions exist. If there has been misunderstanding on intent,
please have corrections made. If there prove to be serious diff i-
culties about any particular course it is proposed that it remain
unchanged from the present calendar insofar as vector is concerned
with desired changes to follow later in the usual fashion.
There are some courses in the Faculty of Interdisciplinary
Studies requiring actions of this type and Dean Brown is being
requested to provide necessary data.
