Attention is drawn to the report of SCAP as follows -

- page 4, III - the explanation and differentiation in these motLons
- page 4,5 IV - the SCAP procedures and decision-tree
- page 6, V

the transmittal of the motions by SCAP to Senate
with encouragement to adopt the decision-tree
process.

The Senate Committee on Agenda and Rules recommends the following
. ?
procedures for considering the SCAP report, Paper S.76-152
•1
i)
that the report be discussed informally for a period of up
to one hour during which any Senator can speak only once.
ii)
at the close of the informal discussion time in the event any
Senators have not spoken but desire to during informal discus-
sion the time may be extended up to one
hour by simpl
motion approved to extend the time.
iii)
during the informal discussion notice may be given, if desired,
of intent to move amendment(s) later. The Chairman throughout
will be expected to ensure that a proposed amendment is appro-
priate to the general parameters within which the main
alternative motion falls (A or B or C or D or E).
iv)
following informal discussion there be provision:-
a)
for formal discussion of the alternative motions, A, B,
C, D, E on page 3 (as clarified on page 4), and
b)
that amendment(s) or additional main motion(s) be periitted,
with formal vote on these - but with the Chair to exercise
control as under iii) above in accepting or rejecting or
recasting proposed change, and
e handed in writing to the Secretary.

that chaüges proposed b

v) if there are no substantive changes, formal vote be taken on
the SCAP form decision-tree, page 5, or
if required, a decision-tree would then be established covering
the alternatives appropriately to reflect Senate decisions to
this point.

If needed, the Chair may appoint a small committee
and declare a recess of stated time for this to be done, with
Senate toj.reconvene immediately on completion. Formal vote
would then be taken on the decision-tree items, with each
Senator permitted to vote once at each decision point.
