MEMORANDUM
MOTION 1:

"That Senate approve that the Dean of Continuing Studies
be added as a member, ex officio, to the Senate Library
Committee."
Note: The Senate Committee on Agenda and Rules believes that no
motion is required on the recommendation pertaining to the
keeping of pertinent Senate Committees informed of
conclusions of the Senate Library Committee. The Senate
Library Committee is not inhibited from taking such actions
under current procedures.
The Senate Committee on Agenda and Rules concurs with the
proposed change in membership of the Senate Library Committee.

The Senate Library Committee has received a request from
the Dean of Continuing Studies that membership of the Senate
Library Committee be expanded to permit representation
of
Continuing Studies while at the same time the Committee, which
has been considering how to execute its duties more effectively,
considers the terms of reference may need clarification and
also considers that it needs the guidance of Senate.
The Senate Library Committee is about to carry out an
assessment of the collections now held by Divisions but considers
that such action will not be fruitful unless it is aware of the
short- and long-term academic goals and objectives of Simon
Fraser University.

The Committee would appreciate the guidance

of Senate, therefore, on these goals and objectives.
The Senate Library Committee considers that any conclusions
it arrives at regarding any assessment may be of interest to a
Senate Committee, and that paragraph 2 of its terms of reference
under Purpose , which states that it is *
To report to Senate on matters of policy
does not preclude it from reporting to any Committee of Senate.
To obviate any potential disagreement, the Senate Library
Committee requests that this phrase be amended to read
To report to Senate and its Committees on matters
of policy
The Senate Library Committee considers that the Dean of
Continuing Studies holds a position analogous to that
of
the
Dean
of
Graduate Studies, and therefore recommends to Senate
that its terms of reference be revised to permit participation
ex officio

by the Dean of Continuing Studies or, in the absence
of the Dean, by the Acting Dean.
The above recommendations were discussed at the meeting
held 5 July 1976.
