The Senate Library Committee met on 10 July and
17
November
1975,
and on
8
April
1976.
The most obvious event of the year has been the decision
to complete the seventh floor of the Library Building, noted at
the July meeting.
?
The use of this floor, in the light of certain
?
proposals then being made and in regard to the implications for
the operation of the Library as a whole, formed the major item
of business at the November meeting following reference of the
question to the Committee from Senate.
?
A report was submitted to
?
Senate which indicated, inter alia, that pressure on seating
space would develop in
1981/82
on the assumption that the minimum
accession rate necessary to maintain the collections continued
to apply and that the Library was restricted to six of the seven
floors.
?
The use of the six floors was considered at the April
meeting, and the revised anticipated use of the seventh floor noted.
The minimum accession rate relates to the Acquisitions Budget
in any one year, and it was noted at the April meeting that the
tentative budget would permit acquisition of
7,500
approval (i.e.
recently published) titles and 8000 -
9000
retrospective titles
only in all disciplines in
1976/77. ?
Cutbacks necessary to pre-
serve minimum accessions, taken in
1975/76
involving services,
such as Interlibrary Loans, staff reductions, and processing back-
logs, were considered at the November
1975
meeting.
The academic status of Librarians at Simon Fraser University
was considered at the November meeting and a recommendation sub-
mitted to Senate, on which action was subsequently taken by it.

The question of the terms on which access to the Library
should be granted to extramural borrowers was held over at the
July and November meetings pending the results of a U.B.C.
review of its policies;
?
however, since the report of this review
?
was still unavailable in April, the Senate Library Committee made
recommendations regarding individual citizens and community
borrowers, declining to consider other groups at that time pending
clarification of more general Provincial policies.
The terms of reference of the Senate Library Committee were
reconsidered in July and referred to the Senate Committee on
Committees, as a result of which membership was expanded to in-
clude a representative of Inter-Disciplinary Studies and the Dean
of Graduate Studies.
The Library Penalties Appeals Committee, having encountered
• ?
difficulty stemming from failure by some individuals to return
material to the Library during industrial action, since no clear
University Policy existed, referred the question to the Senate
Library Committee. The latter Committee concurred with the views
of the Library Penalties Appeals Committee, and resolved to refer
the question to the President.
Other matters considered included the disposition of Library
fines, thesis binding and the disposition of the Departmental
Review Committee's report.
