1. Terms of Reference governing the Senate Committe on Scholarships,
Awards and Bursaries
The Senate Committee on Scholarships, Awards and Bursaries is a
standing committee continued and charged by Senate:
1.1 To award fellowships, scholarships, exhibitions
i bursaries,
prizes, and other awards which are sponsored or administered
by Simon Fraser University.
1.2 To propose, when requested, candidates for the receipt of
certain fellowships, scholrships, exhibitions, bursaries,

prizes, and other awards which are administered and sponsored
by organizations external to Simon Fraser University.
1.3 To deal generally, on behalf of Senate with the èstablishmrit
or discontinuance of any fellowships, scholarships, exhibitions,
bursaries, prizes, or other awards including review, modification
and approval of the terms of reference of fellowships, scholar-
ships, exhibitions, bursaries, prizes and other awards.
1.4 To report, in March of each year, to Senate on the procedures
and criteria developed to implement charges, (1), (2), and (3)
and actions taken under charges (1), (2), and (3).
1.5 To make recommendations in the preparation of the budget
for Financial Aid to students.
Clause 1.5 was added to the terms of reference at the Senate Meeting,

Operational Organization
The business of the Committee is divided between the Awards
Subcommittee, the Scholarship Subcommittee and the Full
Committee.

The duties of the subcommittees are described
herein.
3.1 Scholarship Subcommittee of the Senate Committee on
Scholarships, Awards and Bursaries
This subcommittee is charged with determining the
distribution of Simon Fraser University Open Scholarships,
Simon Fraser University Entrance Scholarships, Simon
Fraser University Graduate Scholarships; and scholarships
donated by individuals or organizations external to
Simon Fraser University. All applications submitted for
scholarships are adjudicated by this subcommittee.
Requests for reconsideration of unsuccessful applications
for scholarships are processed by the subcommittee.
It is the responsibility of this subcommittee to review
-the policies governing scholarships-and recommend policy
changes to the Senate Committee on Scholarships, Awards
and Bursaries where appropriate.

Awards and Bursaries
This subcommittee is charged to adjudicate applications and
nominations for Simon Fraser University Awards, Project Awards,
Athletic Awards, Recreation Awards and awards donated by
individuals or organizations external to Simon Fraser University.
Requests for reconsideration of unsuccessful applications for
awards are processed by this subcommittee.
It is the responsibility of this subcommittee to review the
policies governing Awards and recommend changes to the Senate
Committee on Scholarships, Awards and Bursaries where
appropriate.

3.3. Responsibilities of the Director of Financial Aid.
The Director is responsible for the adjudication of
applications submitted for Simon Fraser University Bursaries,
Emergency Bursaries and Private Bursaries sponsored by
individuals or organizations external to Simon Fraser
University. ?

Requests for reconsideration of unsuccessful applications
for bursaries are processed by the Director, If the applicant

feels aggrieved by decisions made in connection with a bursary
application, the application is presented to the Senate Committee
on Scholarships, Awards and Bursaries for final adjudication.

The Director has been delegated the responsibility
of processing bursary applications in an attempt to give
more immediate and personal response to the individual
financial situations of applicants.

The procedures used
to process bursary applications include personal interviews
between the student and the Director,and Financial Aid
Assistants. ?
The terms of reference for bursaries are.
discussed in section 4.3
?
of this report.
The Director acts as Secretary to the full committee and
its sub committees and acts on behalf of the committee, in
accepting new donations and their terms of reference for
Scholarships, Awards and Bursaries.
The Office of Financial. Aid was, on January 15th 1975,
transferred from the administrative responsibility of the
Vice President,
Academic,
to the Vice President, University
Services, to whom the Director reports.
This change in reporting structure was reported on by the
committee at the May 1975 Meeting of Senate. In accepting
the committee's report the Senate moved that The President
consult with the Senate Committee on Scholarships, Awards and
Bursaries one year following the acceptance of this Report by
Senate with respect to the effectiveness of this change in
administrative responsibility for the
.
Financial Aid Office.

4. Terms of Reference and Summary of disbursements made under
Programmes sponsored or administered by Simon Fraser University
In July 1975 the terms of reference for the Simon Fraser University
Scholarships were changed to:
i)
Increase the value of the scholarship from $300 to $350.
ii)
Change the basis on which scholarships are awarded; whereas
previously scholarships were awarded on the basis of the
fine G.P.A. in the student's previous 36 hours or three
semesters, the student is now assessed on his fine grade
point average in his last semester.
iii)
Define the sum to be awarded for fine grade point averages
in specific ranges (see below).
4.1 The current terms of reference for Simon Fraser University
Scholarships are as follows:
University Scholarships ranging in amounts up to $350.00 are
available to Simon Fraser University undergraduates on a
competitive basis. ?
These scholarships are open to any student
in any faculty who has attended at least one semester at Simon
Fraser University and who applies. These scholarships are
awarded on the basis of scholastic achievement, measured in terms
of the Fine Grade Point Scale. The scale used in 1975 is shown
below. Scholarships are not given below a fine C.P.A. of 3.200.

(One exception in the value of the awards is the

Normally, scholarships are awarded for one semester.
In those cases where a scholarship extends over a period
of more than one semester, payment of the second and/or
third portion of the scholarship is conditional upon the
student
obtaining
a satisfactory standing in the immediately.

While the student may have the honor of winning more than
one scholarship during the semester, the Senate Committee
will, in most cases, grant the monetary value of thesecond
scholarship to the next qualified student.
The winner of a scholarship, if he or she so desires, may
retain the honor of the award, but decline the monetary
value. Any funds thus made available will be used for
additional awards.

4.2 Simon Fraser University Entrance Scholarship
Simon Fraser University offers a number of scholarships on a
competitive basis to students of high academic ability and
who are registering in a course of studies at Simon Fraser
University for the first time. Entrance Scholarships are
divided between four major categories; Secondary School
Entrance, Gordon Shrum Entrance, Regional College Entrance,
and University Transfer.
Secondary School Entrance Scholarships range in value up to
$350.00 and are available for competition to graduated high
school students and to students being admitted as early
entrants from grade eleven.

Up to a maximum of thirty Gordon Shrum Entrance Scholarships
valued at $400.00 each are offered annually to students entering
Simon Fraser University from British Columbia Secondary Schools.
These scholarships are offered to students who have obtained
the highest standings in the B.C. Government Grade 12
Scholarship examinations.
Regional College Entrance Scholarships range in value up to
$350.00 and are available for competition to students entering
Simon Fraser University from Regional, Junior or Community
Colleges.
University Transfer Scholarships ranging in value up to
$350.00
are available for competition to students entering
Simon Fraser University from recognized degree-granting
institutions.
Candidates for Entrance Scholarships, other than Gordon M.
Shrum Scholarships, are evaluated according to their academic
achievement at the institution where they most recently enrolled.
In November 1975 the Committee agreed to offer Entrance Scholarships
to outstanding applicants, with grade point averages greater than
3.85, prior to the commencement of the semester in which they
enrol, the scholarship to become effective on the date of fee
payment for the semester concerned. The intent of such early
offerings of Scholarships is to encourage outstanding students
to apply to Simon Fraser University.
All other regulations governing scholarships discijssed in
section 4. 1 are in force for Entrance Scholarships.

Simon Fraser University Open Bursaries
Simon Fraser University offers a large number of non-
repayable grants to Undergraduate students demonstrating
financial need and whose academic record is satisfactory.
These bursaries are intended to provide students with a
supplemental source of income, which, when added to other
major sources of income, will provide the funds required
to defray Educational Expenses. The value of these grants
range up to $225.00 per semester.
Previously only undergraduate students who had achieved a
most recent semester gross grade point average of 2.0 or
greater, were eligible to apply for Bursaries. In November
1975 the Senate Committee on Scholarships, Awards and
Bursaries elected to remove the 2.00 grade point average
requirement effective January 1976. This requirement had
been under a temporary suspension on a trial basis tince the
summer of 1974.

The full committee has established an ad hoc committee charged
with the responsibility to review the S.F.U. Open Bursary
Programme and the Emergency Loan Programme. The ad hoc
committee has made a number of recommendations which will
be discussed by the full committee during the 1976 Spring
semester. Action taken will be reported in the 1976 Annual
Report. Emergency Loans do not at present come under the
responsibility of the Committee. This financial service to
students is administered by the Director of Financial Aid.
Candidates for bursaries are required to complete an
application form detailing their financial situation.
Information concerning the expense and income for each
candidate is carefully evaluated. A large number of applicants
are required to present themselves for an interview in the
Financial Aid Office to provide supplementary information
or to present a more detailed summary of their financial
situation.

The majority of bursary funds expended during each semester
are disbursed during the first four weeks of classes with
smaller amounts being disbursed during the course of the
semester.
The following table reflects the amount of money disbursed
during 1975, through the Simon Fraser Open Bursary Plan, and
private bursaries administered by Simon Fraser University and
sponsored by individuals or organizations external to Simon
Fraser University.
The figures listed under disbursements reflect the funds
initially expended. Approximately 12% of all monies expended
are returned to the fund due to pro-rations and student
withdrawal; these returned funds are then reallocated.
Students must register in a minimum 12 semester hours in
order to receive the full value of the amount awarded. Awards
made to students who register in less than 12 hours will be
reduced on a proportionate basis (e.g. a $150.00 bursary will
be reduced to $75.00 if the student registers in 6 hours which
is 6/12 or 1/2 full time enrolment).

The Board of Governors at its October meeting approved $25,000.00
to be made available to students in critical financial need. On
November 12th 1975 the full committee passed the following
motion to establish an Emergency Bursary Fund.
"That the terms of reference for the 1975-76 Emergency Bursary
Fund be as follows:
1) Monies from this fund should be available only to undergraduate
students who can demonstrate a financial need which cannot be
met by the existing Financial Aid Programmes.

The student must be willing to detail his or her financial
circumstances on the application form in order to validate
financial need.
3)
The total sum available per student per semester from this
source shall not exceed $450.00.
4)
In considering eligibility a student's previous applications

University Awards are granted in recognition of significant
individual contributions to the aesthetic, social and
cultural development of the University and its community.
Both undergraduate and graduate students are eligible to apply.
The awards range in value from $75.00 to $227.00.
Students must ordinarily have achieved a minimum gross Grade
Point Average of 2.00 during the semester of their contribution,
and must not be on academic probation, or in the case of first
semester, and transfer students, possess an equivalent high
school or college standing.
Applicants who are graduate students must be registered
for residence credit in an approved programme.
University Awards may also be granted to students for
outstanding projects designed and intended for the enrichment
of the aesthetic, social and cultural environment of Simon
Fraser University. Students wishing to apply for a project
award must submit to the Director of Financial Aid a detailed

5.1 The Government of Canada Student Loans Plan
This is a plan introduced by the Federal Government to assist
students who, without loan assistance, would be unable to
pursue full time post-secondary studies at a specified
educational institution. - Full time enrolment for purposes
of loans and grants are defined as 60% of a full course toad;
9 regular credit carrying hours being the requirement.
The maximum loan for an academic year (two semesters) is
$1,800.00. ?
Total loans to any student cannot exceed
$9,800.00. A loan of up to $900.00 may be authorized for
a single semester which is part of a longer programme of study.
Borrowers under the plan are required to repay principle and
interest by regular monthly instalments.
Payments commence six months after the borrower ceases to be
a full time student at a specified educational institution.

No payments are made while the borrower is a full time student
nor for six months thereafter. Interest during this period
is paid by the Federal Government on behalf of the student.
Need for loan assistance is determined by Provincial Loan
authorities in accordance with administrative criteria
established for use throughout
Canada.* ?
A parental
contribution table is an integral part of the criteria and
is applied in all cases where the student has not established
financial independence as defined in the Canada Student Loans
Plan. Students are expected to save a substantial amount of
any income from summer or other employment. Lack of funds due
to unessential spending may not be considered as unavoidable
need for loan assistance. Students who apply for loans should
consider carefully the repayment obligation being undertaken.

A student in need of a Canada Student Loan, must, as a
first step, obtain an application form from the institution
he or she plans to attend. The application must be completed
carefully and accurately by the student, and where applicable,
by his or her parents. Applications require declarations by
both the student and his/her parents that all information
provided is correct.
When the application is completed it must be submitted to
the Financial Aid Office of the British Columbia educational
institution to be attended.

Students planning to attend
institutions outside of British Columbia will send applications
directly to; Student Services Branch, Division of Post-Secondary
Education, Department of Education, 835 Humboldt Street, Victoria,
B.C. V8V 2Z7.
If the student's application is approved, the student will
receive, by mail, a Certificate of Eligibility.
?
Students
must take the Certificate to the Financial Aid Office for
signature confirming registration. The student then takes it
to his or her bank and the loan is put through the student's
account. Students are advised to keep in constant touch with
the bank from which they secure their loan.
In order to retain their interest free status, students must
obtain a Schedule 2 form from their bank and have their full
time enrolment confirmed each semester by the Financial Aid
Office.
Confirmation of enrolment must be obtained during the semester
concerned, and cannot be made retroactive.
The following statistics provided by the Department of
Education for the Government of British Columbia indicates
the amount of support provided by Canada Student Loans to
students attending Simon Fraser University during 1975.
They are not entirely accurate as the Department of Education
does not keep statistics by semester.

During the 1975-75 Canada Student Loan-Grant programme year, 40%
of Simon Fraser students were in receipt of government aid in
the form of loans and grants.
* The 1975-76 Canada Stydent Loan-Grant programme year makes
the loan portion of the award available during the first

during the second semester. This figure is therefore appreciably
higher than the previous semesters.

British Columbia Government Grant-in-Aid
1.
The Government of the Province of British Columbia has
annually provided funds to assist students who are residents
of this province in commencing or continuing an acceptable
full-time programme of post-secondary study at designated
post-secondary institutions.

The Provincial Grants Plan is administered in conjunction
with the Canada Student Loans Plan, its purpose being to
enable qualified needy students to reduce the amount of
indebtedness they must incur to continue their post-secondary
education. As the Provincial Grants arefree money from
public funds, students and the parents of students defined
under the Plan as Financial dependents must accept the
principle that they are primarily responsible for provision

of the funds required for the expenses of post-secondary
education. The Provincial Grants Plan and the Canada Student
Loans Plan make available means to supplement funds available
from the student/family resources.
3. The British Columbia Provincial Grant is available only to
those students who are proceeding to a diploma or a first
degree at the undergraduate or equivalent level of a post-
secondary programme of study.
?
A Provincial Grant will not
normally be granted to students in Post-Graduate studies, nor
to those registered as "qualifying" or "unclassified". These
bursaries may be granted only to students in full attendance
in a ful I programme of undergraduate or equivalent level
of post-secondary studies.
The following table illustrates the grant monies received
for 1975. During 1975 the government was using two formulas
for calculating the amount and distribution of grant monies,
which represented the

and 1975-76 Programme year

Under the 1974-75 Programme the first $100.00 of demonstrated
need was grant, the balance being made up of 50% loan and 50%
grant to a total of $1,220.00 per semester. Students received
half the loan and half the grant monies each semester on a two
semester application.
The 1975-76 Programme underwent some major changes, the first
$150.00 of demonstrated need being in the form of loan, the
balance being 50% loan and 50% grant up to a total of $1,340.00
per semester.

The competition will invite term papers or other essays to be
submitted by students enrolled in one of the specified courses
at any time during the calendar year prior to December 15th.
Selection will be adjudicated by two faculty members chosen by
