Action taken by the Senate Committee on Undergraduate
Studies at its meeting of November 15, 1977 gives rise
to the following motions:

"That the Linguistics Honors program as out-
lined in paper S. 77-143be approved and
recommended to the Board for approval.
Note - there are currently fifty undergraduate students
majoring in Linguistics. Many such majors undertake
additional course work. and could well qualify for the Honors
program. Only one additional course, 490-3 (Honors Essay)
is being proposed in order to accomodate such students.
Since the Linguistics Honors program is a new program
Senate requires a recommendation from the Senate Committee
on Academic Planning. That Committee considered the
Linguistics Honors program at its meeting of November 16,
1977, and approved the following motion:
"That SCAP approves the new Linguistics
Honor.s program and notes thcommittment
to additional resources is not implied
by this approval."
The proposed Honors program will provide students with
an opportunity to specialize slightly more in a particular
field of study within Linguistics and improve their eligi-
bility for graduate school.

Note - the proposal is to change the title from "The
Teaching of English as a Second Lanaguage" to "English as
a Second Language" and to lessen the stress on specific
methods, materials, aids, observation and practice teaching.
The Department of Modern Languages proposed to increase
its stress on the application of Linguistics to the
teaching of English as a second language and the Faculty
of Education has indicated its interest in the creation
of a new course designed to focus on the implementation
of teaching strategies. It is anticipated that the two
courses could be offered together thereby enhancing their
respective value, particularly for teachers and prospective
teachers of English as 'a second language.

The Library has indicated the need to purchase additional
materials for each of the three courses and has stated that
the 1978/79 allocation for Modern Languages will be adequate
for the incorporation of this particular need. The Librarian
has indicated that eight months' lead time is required to
obtain the materials and the Department of Modern Languages
has identified the Fall Semester 1978 as the first semester
in which any of these courses would be offered. There has
been no request for a waiver of the normal two semester
time lag requirement.
Finally, these courses are seen as a useful compliment
to existing courses in the Latin American Studies Program.

The proposed 1978-79 Calendar changes required to reflect
the proposed new program are attached as well as the rationale
for the introduction of this program. As further information,

NEW PROGRAM: LINGUISTICS HONORS PROGRAM
An Honors program in Linguistics is offered, consisting
of the following courses:
Lower-Division Courses: LING.
130-3,
220-3, 221--3,.
222-3.
Upper Division Courses: At least 50 hours of upper
division courses, of which 27 hours comprise LING.
300-3, 401-3, 402-3, 403-3, 404-3, 405-3, 406-3, 407--3,
490-3*, and a minimum of 11 hours selected from
other upper division courses offered by the depart-
ment in General Linguistics or in French, German,
Russian or Spanish Linguistics. The remaining hours
may be selected from the following courses offered
by other departments: PHIL 310-3, 341-3, 344-3, 444-5;
PSYC 302-3, 320-3, 351-3, 365-3, 380-3, 420-5, 25-5;
S.A. 327-4, 355-4, 358-4.
Students intending to take an Honors degree in Linguis-
tics are strongly advised to combine this with a minor
in a language.
Below is a selection of elective courses that would be
appropriate for students wishing to take their Honors
degree with emphasis on specific fields of Linguistics.
Emphasis on Field Linguistics: LING 408-3, LING 409-3,
S.A. 327-4, S.A. 355-4, PSYC 320-3.
Emphasis on Theoretical Linguistics: LING 422-3, PHIL
341-3, PHIL 344-3, PHIL 444-5, either PHIL 310-3 or
PSYC 380-3, PSYC 425-5.
Emphasis on Language Acquisition: LING 409-3, LING 410-3,
LING 411-3, LING 412-3, PSYC 302-3, PSYC 351-3, PSYC
365-3, PSYC 420-5.
* LING 490-3 honors Essay Topic of a specific nature to he
agreed upon by the student and a particular faculty member.

Other specialties are possible, and this list is in-
tended only as a guide.
RATIONALE: a) At the moment there are only Minor and Major degree programs
in Linguistics. Student demand for an Honors program is based
on:
1.
A desire to have an opportunity to specialize in a
particular field of study within Linguistics.
2.
A desire to meet the requirements of certain Canadian
and foreign Graduate Schools (e.g. McGill) which require
an Honors degree for entrance.
3.
Certain graduate scholarships are only given to students
enrolled in an Honors program.
b) Most other departments in the University offer an Honors prograi.
FURTHER COMMENTS:
The proposed Honors program involves only the addition of one
new course, (LING 490-3 Honors Essay)

will be offered only twice a year. The fact that only one
additional course is required is a clear indication that existing
courses in the University already offer the student an excellent
education in Linguistics. The new program only gives official
recognition of this fact.

The focus of this course is on a survey of the most important
contributions to Latin American letters from the time of
