The Senate Library Committee takes pleasure in submitting its
annual report for
1976/77.
?
The University Library provides ex-
cellent resources and services for the university community and
the work of the Committee over the past
12
months has largely been
taken in reviewing those resources and services to assist and
advise the University Librarian.
The Committee, met on
5
July,
29
November 1976 and on
17
January,
14 February, 21 March and 31 May
1977. ?
Membership of the Committee
is set down in Appendix I;
?
it should be noted that the Dean of
Continuing Studies was added to the Committee during the report
isperiod.
The Committee investigated a number of areas but the major
agenda items were the series of topics collectively titled
'Consideration of Collections'. ?
In this continuing series a subject
librarian was responsible for giving an overview of that subject
collection and service in which he/she specialized.

Comments on ?
the quality of the collection, the question of prices, the service
requirement and the like were developed by each librarian, giving
Committee members the opportunity to react to these comments and
press for answers that were germane.

Other agenda items for investigation or information included
the Strike Policy addendum to the Loan Policy which was subsequently
approved by Senate;
?
the disposition of book fines revenue to
university general revenue vs. Library acquisitions revenue;

the
activities of TRIUL (Tri University Libraries:
?
SFU, UBC, UVic);
?
implications of the Winegard Report for the University Library and
more recently a proposed model for the University Library to
articulate with Interior Programming;
?
draft policy on extramural
?
borrowing whereby the non-university community is extended the
opportunity to borrow from the University Library -- an issue on
which discussion was suspended once it became apparent that the
implications of the Winegard Report could have significant impact
on the draft policy thereby making such a borrowing policy in-
appropriate at this time.
In summarizing issues that were raised and discussed by the
Committee two stand out above others; namely, the ability of the
Library to maintain the quality of its collections in a period of
inflation, especially monograph purchases in relationship to rapidly
increasing serial prices;
?
and providing professional expertise to
man information and reference points over extended hours. As an
interim reprieve for the former, the introduction of the Tattle-
tape security system will be an aid to keeping what we already have
in control, the latter requires more librarians. In these circum-
stances the Library can only service new departmental interests by
retrenchment of other areas of continuing interest to a department,
such interests, in any case, may not be adequately funded.
Other items that were discussed are as noted:
1.
The need to efficiently use space
?
has required in-
vestigation into the possible conversion of some serial
holdings into microfilm or microfiche, such conversion
would, necessarily, have extra costs.
2.
On-line bibliographic searching is now available to
users in science and social sciences via a 'Decwriter'
terminal;
?
a fee schedule is being determined.

The increasing requirements of departments within the
University which draw upon large professional literatures
which are not taught at this institution, e.g. Law,
Medicine, is a matter that requires further attention by
the university community.

The Library wishes to assist departments in any curriculum
developments.
?
There has been a tendency for some depart-
ments to devise programmes or to adjust their interests
without reference to the Library.
?
Recently mechanisms
have been established between some Senate Committees and
the Library to improve this situation but there have been
instances where such consultation has not taken place and
valuable time has been lost by both parties.
5.
The Committee has been aware of the lack of a full-time
Archivist but as yet has not developed a position from
which to advise the University Librarian.
6.
In considering new faculty appointments the Library is
always prepared to assist any department at the selection
stage of new faculty members particularly in its ability
to support the candidate's research interests.

the Committee and to make recommendations to Senate concern-

the Senate Library Committee and generally on the operation
of the Library.
