Introduction
In an effort to conserve paper, this years annual report is presented
in abbreviated form.

The terms of reference and the current membership
of the committee may be found in a report entitled Senate Committees dated
October 15th 1976 and circulated to all members of Senate by Secretariat
Services.
The terms of reference for the specific programmes administered by the
committee may be found in the Financial Aid section of the undergraduate
calendar and the appropriate section of the graduate calendar. Where
changes in the terms of reference of these programmes were made during

1976 they will be noted below.
A brief review of the University Programmes administered by S.C.S.A.B.
and also of the Government Financial Aid Programmes :is. given In a Table at
the end of this report.
1) Undergraduate Scholarship
With regard to scholarships for students enrolled in the P.D.P. programme
in the Faculty of Education during 1976, S.C.S.A.B. adopted the policy
whereby the Faculty nominates students for scholarships to the Senate
Committee on the basis of their assessed performance in that programme.

GRADUATE SCHOLARSHIPS
In November 1976 SCSAB recommended a change In the terms of
reference so as to allow the recipient of a graduate scholarship
to spread his one allowed teaching assistantship over two semesters
if he so wished.
There are 16 one-year scholarships available annually, each of
$5,000 value.

GRADUATE STIPENDS

During 1976 the committee recommended the following changes In the
terms of reference for graduate stipends.
i) Deferred grades will not normally be considered as evidence of
satisfactory completion of a course In fulfIh:llng the eligibility
requirements for a stipend.

if) Recipients of the stipend may, in addition, earn up to
$550
in a Masters programme or $700 in a Doctoral programme during
the semester in which the stipend is held. Such work must be
of an academic nature, and may, for example, consist of a part
teaching assistantship or a part research assistantship.

4. UNDERGRADUATE BURSARIES
inJanuary 1976 S.C.S.A.B. made a number of recommendations
relating to University Bursaries and Emergency Loans, which were
subsequently approved by the Board and Implemented in September
1976.
The major changes were:
(a)
Undergraduates must now apply for Canada Student Loan and
Government Grant-in-Aid before beingeligible for an S.F.U.
Open Bursary.
(b)
An on-going Emergency Bursary Fund was established (maximum
$450 per student per semester) to assist undergraduates or
graduates who find themselves in critical need as a result
of unforeseen circumstances. Further details are given In
the calendar.
(c)
The University Emergency Loan Fund was substantially Increased
the target figure being $100,000 and the terms of reference
were changed to allow interest-free loans of up to $300 over
60 days, with the guarantee of a post-dated cheque. A sum

of $5,000 per annum was requested to write-off loans which
are not repaid.

The committee also requested an increase In the Open Bursary
from a maximum of $225 to $300 per semester.

that further consideration will be given to this latter request
for the 1977-78 fiscal year.

8. THE CANADA STUDENT LOAN AND PROVINCIAL GOVERNMENT GRANT-IN-AID PROGRAMME
The federal government funds the Canada Student Loans Programme - loans
which must be repaid.

The provincial government provides additional
support through grants which do not have to be repaid - the Provincial

have successfully completed at least one year at Simon
Fraser

bursaries will preferably be made to students of Chinese
