The Senate Undergraduate Admissions Board, at its
meeting of April 5, 1978, approved the following
motion:--
MOTION:
That Senate approve Simon Fraser
University's participation in the
• Post-Secondary Link Pilot Project,
as set out in the attached paper,
SUAB 79.
The paper, SUAB 79, has been reviewed by the Faculty
Undergraduate Curriculum Committees. The reports of
these committees have been considered in the drafting.

SUBJECT: POST-SECONDARY LINK (ADVANCED ACADEMIC COURSES
FOR SECONDARY SCHOOL.STUDENTS)
In. May of 1977, the Ministry of Education announced a "pilot
project" which would allow secondary school students to en-.
rol in college level (university transfer) courses. This
proposal was discussed at the Post-Secondary Co-ordinatiflg
Committee of the Universities CoUncil in the Spring and the
university representatives indicated that further discussion
was necessary before they could state their positions on the
granting of transfer credit for such courses. There was no
further discussion between the Ministry and the universities
until late in the Fall, when we were advised that a number
of courses were being taught during the 1977 Fall Semester.
Mr. Jim Carter, Associate Deputy Minister of Education,
attended a SUAB meeting and indicated that the Ministry had
been remiss in not conducting proper articulation with the,
universities before commencing that part of the project which
affects them. The overall pilot program was intended "to
assess the effectiveness of linking the secondary school
graduation program more with post-secondary pre-apprentice-
ship training, career training and advanced academic studies.
Although the pre-apprenticeship and career training packages
have no effect on the universities, the advanced academic
studies package will allow the more able students to enrol
in college courses that have been assessed and given trans-
fer credit toward our undergraduate degree programs.
Students who enrol in these courses will be in the process
of completing their secondary 'school , graduation. It should
be understood that students in the pilot program will be
able to timetable the college course(s) into their schedules
by virtue of having been allowed to accelerate in one or
more of their secondary school subjects.
It is anticipated that nine regional colleges may be
involved in offering academic courses over the period of the
two years. We have been advised by the Ministry that the
following courses were offered in the 1977 Fall Semester:--

The Ministry of Education's pilot project to offer advanced
academic courses" to. secoñdaryschoól students should not be
viewed as a totally new approach. In the past, secondary
school students have been allowed to register for college
courses and the universities of the Province have granted
credit to these students, provided.they have completed the
appropirate admission requirements. The appointment, by the
Colleges, of qualified secondary schôôl Instructors to teach
college level courses and the use of secondary school facili-
ties for college classes, has been a reality fora number of
years.

The intent of the Ministry in establishing this pilot pro-
ject is to make these opportunities more accessible to
students throughout the Province and also to formalize
the granting of transfer credit by the universities.
Following a full discussion of the'proposal by SUAB, it
was agreed to recommend the acceptance of the Post
Secondary Link (Advanced Academic Courses) Pilot Project,
for transfer credit, providing the following conditions are
met:--

The instructor of each course must be approved by
the appropriate College.
3.
Adequate library resourses, teaching aids, and
appropriate laboratory facilities must be made
available for these courses.

Advanced Academic Courses are seen as courses in
addition to the courses used for high school
graduation and, therefOre, will not be used for
credit toward secondary schOolgraduation and will
be recorded on the appropriate college transcript
only..
5.
A set of criteria will be established by the'
appropriate College to ensure that only the acade-
mically talented students are selected for enrol-
ment in these courses. The students' grade point
averages should be considered as the most relevant
criterion.
6.
Normally, the class profile and learning environment
should parallel that of a re
g
ular first year college,
or university class. A class of secondary school
students and regular college students would be
desirable.
7.
Secondary school students will be allowed to-trans-
fer to Simon Fraser University a maximum of two
(advanced academic) courses (six semester' hours)
completed prior to secondary school graduation.

Advanced Academic Courses should include only
courses at the introductory level.
9.
This project will be a two-year pilot study and
shall be under constant review by the Ministry,
with a report being published following the 1979
Spring Semester.
10.
This is considered an experiment and Simon Fraser
University will conduct a rigorous review of the'
project following the' 1979 Spring Semester. 'This
approval isfor the two-year experimental period
(September, 1977 to May, 1979.) only.
