Several Student Senators. including myself experienced 

some confusion with the wording of the membership in paper 

S79-23. 

At the time, I believed I was voting for a committee composition 

of 2 students, 2 faculty, and, the Vice-President Academic, or his 

designate, as chair. My discussion with, several Student 

Senators after the meeting confirmed that they too believed this. 

I request that Senate reconsider this motion and consider the

compromise motion below. 

(i)

2 faculty members appointed by the President 

(ii) 

the Vice-President Academic or his designate as chair 

(iii) 

2 students chosen by the Student Society

The portion of the motion dealing with. membership 

was amended to read as follows; 

"That the membership described in Clauses I),, 2)

Hoc Senate Committee

Student Academic Discipline and 

Senate is aware that for some considerable time the Senate 

Committee on Agenda and Rules, under general direction only from Senate, 

has been considering student academic discipline and more recently student 

conduct. taper S.79-11 was presented at the January meeting of Senate 

and, with some revisions, to the Board. Further consideration was to be 

given by SCAR to the four items therein, with additional input from 

concerned parties. This paper is related to items 3 and 4 of the earlier document, 

(3) student conduct, (4) intellectual honesty, academic discipline. 

From time to time since deliberations started it has been 

made clear to Senate that there must be developed appropriate procedures 

for dealing with these matters of discipline, including procedures for 

appeals, and that the proposed procedures will come forward to Senate for 

consideration when developed. Section 37(s) of the Universities Act 

empowers Senate to establish a standing committee of appeal for students in 

matters of academic discipline. Section 59 indicates: (1) the president 

has power to suspend a student and to deal summarily with any matter of 

student discipline, (2) upon the exercise of the power he shall forthwith 

report his action to the standing committee established under section 37(s) 

with a statement of his reasons, (3) the action of the president is final 

and subject in all cases to an appeal to the Senate. 

At this time SCAR, in its role as "Committee on Committees", 

ónsiders it appropriate to recommend appointment of an Ad Hoc Senate Committee 

with more 

specific terms of reference directed to these matters, and to 

broaden the membership for more effective operation and coverage on these 

issues. It is recommended that the structure of the Committee be such that 

if any change of a member should become necessary before the tasks are 

completed, that this can be accomplished ixnmediate]y rather than through 

the lengthy election procedure of nominations through the Senate Nominating 

Committee and awaiting a Senate meeting for voting. The Committee will be 

urged to proceed thoroughly but expeditiously with its tasks and continuing 

full membership is deemed important. 

The final charge to this Ad Hoc Committee would require that 

before its dissolution it make any recommendations deemed appropriate 

concerning membership structure, terms of reference and general procedures 

for any standing or ad hoc Senate committee or other bodies which may be 

necessary to carry out recommendations approved by Senate.

MOTION: "That Senate establish an Ad Hoc Senate Committee to consider 

student academic discipline and conduct. 

Membership: 

(1)

Four faculty members, with one from each Faculty appointed 

by the Dean of the Faculty. 

(2)

Four student members, with one from each Faculty hut 

including at least one graduate student, selected by the 

Student Society. 

(3)

Two members of the Senate Committee on Agenda and Rules 

appointed by the Chairman of SCAR, one of whom shall be 

the Vice-President Academic to be Chairman of the Ad Hoc 

Committee. 

(4)

The Registrar or his designate as Secretary, (non-voting). 

All members, excepting the Secretary, shall have voting privileges. 

Terms of Reference: 

(1)

To develop procedures for the University for considering

and dealing with matters of student academic discipline, 

including appeal procedures, and to recommend these to Senate 

for consideration, revision, approval. 

(2)

To develop procedures for the University for considering and 

dealing with matters of student conduct, including appeal 

oroedures, and to recommend these to Senate for considera- 

tion, revision, approval. 

(3)

Before dissolution of the Committee, to recommend to Senate 

as deemed appropriate concerning membership structure, terms 

of reference, general procedures, for any standing or ad hoc 

Senate Committee or other bodies which may be necessary to 

carry out recommendations approved by Senate under (1) or (2) 

above.
