BGS DEGREE REGULATIONS
Action undertaken by the Senate Committee on undergraduate Studies
at its ieeting of October 18, 1983 gives rise to the following motion:

"That Senate approve and recommend approval to the Board of
Go,ernors, as set forth. in S.83-76, the proposed modifications
to the B.G.S. degree regulations."
If approved the modifications would permit students who have been
awarded at least 90 semester hours credit, including thirty upper division
hours, at Simon Fraser University who are accepted into a professional program
in law, medicine, dentistry, or veterinary medicine to receive a Bachelor of
General Studies degree from Simon Fraser University after successful completion
of the first year of professional study. The usual regulations would apply

restricting total transfer/challenge credits to sixty, unless taken at UBC or
TJ.Vic. or OLI in which event the restruction is ninety.

These restrictions

include the work transferred from the professional program. The other general
regulations covering the BGS would continue to apply.
Background Information
Provisions exist for the awarding of the Bachelor of Science degree
through. the Faculty of Science, and for the award of the Bachelor of Science
(Kinesioloqy) degree through the Faculty of Interdisciplinary Studies utilizing
one year of certain professional programs. The specific regulations are provided
in the accompanying papers herewith.
In the Fall of 1981 a proposal generally similar to the present one,
but with more complex overtones, was debated intensively at the Senate Committee
on Undergraduate Studies and was not approved. The overall provisions then being
discussed for transfer credit would have been greater than at present.
The present proposal was discussed at the recent SCUS meeting with a
number of concerns expressed and some counter arguments.

It was observed that
there is some structure in the provisions for the B.Sc. degree and some relationship
to the professional program with requirement of transfer credit in a Major or
Honors program; similarly there is some defined structure of courses in the
B.Sc. (Kinesiology) provision and relationship to the professional program. The
nature of the' BGS degree does not require such structure nor would there be
. ' necessarily relationship to the professional program although admission to such a
professional program may indicate relationship. There was some concern that the
qualification could arise on "credit counting" alone, with some double counting.
Some members perceived that this might avoid some difficulties encountered under
the B.Sc. procedures.

There was some concern that the provisions could cause students in

other major/honors programs to transfer to the BGS to obtain that degree through,
this method as there is not general opportunity in the various faculties for such
procedures. There was argument that the provision is not greatly different from
current practice in two areas (B.Sc., B.Sc. Kinesiology). ?
The proposal
submitted notes that some of the best undergraduate students transfer to
professional schools elsewhere and that they could be among our distinguished
alumni but without this provision they would not earn an SFU degree.
As the recent decision by SCUS showed some divergence of opinion it
is desirable that Senate address the issue with some care. The proposal was
approved with vote 4 in favour, 3 opposed, 3 abstained.

At its meeting on Tuesday, September 13, the FIDS
Undergraduate Curriculum Committee approved a motion recommending
that the provision set out below be added to the regulations for
the Bachelor of General Studies Degree.
"StUdeWtS who have completed at least 90 seimester -hours - -
credit, inicuding 30 upper division hours, at Simon Fraser and
are accepted into an accredited professional program in law,
medicine, dentistry, or veterinary medicine are eligible to
receive a Bachelor of General Studies degree from Simon Fraser
University after successful completion of the first year of
professional study. To be acceptable, the coures taken in the
professional program must not duplicate courses already taken at

SFU and must be acceptable for transfer credit. Candidates must
apply for transfer credit and for receipt of the Bachelor's
degree through the Registrar's Office, Simon Fraser University.
Since official transcripts of the work completed in the first, year
of the professional program are required for tansfer credit
purposes, application for graduation should be delayed unto the
summer semester following the completion of requirements."

degree at Simon Fraser University.??
The rationale for this proposal is that some of our best
undergraduate students transfer to professional schools at other
universities (principally to Law at UBC) after completing 3 years
(90 credits) of work at SFU. Under present circumstances, these
students do not earn a degree from SF11 although the

are among
our more distinguished alumni. This proposal involves allowing
transfer credit of upto 30 hours to be given for work in the
professional program in question.

We recognize that this proposal would allow students to get
"double credit" for the work transferred from their professional
program. However, we note that there is a well established
precedent for this in the regulations which allow the award of
the BSc (or BSc (Kines))degree to students transferring to
Medicine or Dentistry (see page 105 of 1983/84 Calendar).
