At the May 17, 1982 meeting of Senate there was discussion
of undergraduate fee rebate and open scholarships under Paper S.82-43B,
and the topic was referred back to the Senate Committee on Scholarships,
Awards and Bursaries for clarification.

Please find attached a report from SCSPB arising from referrals made earlier
by Senate to SCSAB for further consideration, on the undergraduate scholarship
program proposals.
SCSAB is recommending that Senate grant approval to Sections I and II, as
outlined in the attached documentation.
In order that members of Senate will have a full understanding of the overview
of the program and related details, I am attaching for information 111(A) and 111(B).
The interrelationship between elements of the overall program is outlined in the
theoretical Budget, 111(B), which approximates the 1982/83 Budget assuming that
the President's Entrance Scholarships had been implemented for 1982/83.

I. Proposed Undergraduate Scholarship Program
The intent of the new program is to identify highly qualified students
and to award scholarships to these students through an adjudication
process. ?
The program is designed such that tenure of the scholarships
awarded will normally fall within an annual ramework.
1.
To qualify for the first time, students will be required to have
completed at least 30 credit hours at S.F.U.
2.
The main adjudication for scholarships will occur once per year,
normally late in August, subject to the qualifications in (4) below.
3.
Tenure of scholarship will be for 3 semesters beginning In September.
The value of the scholarship will be equal to the tuition actually
paid by the student in these semesters. A minimum CPA will be
established annually to determine eligibility of students to apply
for a scholarship and to continue receiving disbursements during
tenure of the scholarship. However, no student who has a cumulative
GPA of less than 3.5, will be considered eligible for the

scholarship. Normally the required cumulative CPA will exceed 3.5.
4.
Those students who do not normally qualify for the August adjudication
will be eligible to apply for scholarships in the other two semesters.
The tenure of these scholarships will be adjusted to bring the
scholarship program of these students "into phase" with the scholarship
program (as in #3 above).

The committee will give consideration to the following guideline:
"the committee will take into account the nature of the student's
courseload in its adjudications of undergraduate scholarships."
II. President's High School Entrance Scholarships:
1.
One scholarship will be available to each B.C. High School,
except as outlined in #4 below.
2.
Students eligible to receive a scholarship must have achieved either:
a)
a high school CPA of at least 3.5 (or)
b)
a high school average of at least 80%,
in those grade 11 and 12 academic subjects normally used to establish
qualifications for admission into S.F.U.
3. Scholarship candidates will be recommended to S.F.U. by the principal
of each high school.

4. The principal may recommend up to 3 students ranked in order of

priority. Each school will be guaranteed one scholarship to the
top-ranked student, providing the requirements in #2 above are
met. In the event scholarships are not utilized by some schools,
these scholarships may be disbursed to the second and third ranked
students of other schools. The size of the student population of
high schools may be taken into account in this re-distribution.
5. The-student's transcript must accompany the names of students
submitted by the principal of the school to S.F.U.

FOR INFORMATION
Sections III (A) and III (B) are provided for additional information
so as to give an overview of the undergraduate scholarship program.
The interrelationship between elements of the overall program is
outlined in the theoretical budget, III (B), which approximates the
1982-83 budget, assuming that the President's entrance scholarships
had been implemented for 1982-83.
A. OTHER ENTRANCE SCHOLARSHIPS:
1.
Shrum Scholarships: 12 scholarships per annum, valued at
$1,100 per semester for 9 semesters.
2.
Diamond Scholarships: 3 scholarships per annum valued at
$2,000.
3.
Other Entrance Scholarships:
a)
University and College Transfer, valued at 2 semesters
tuition.
b)
Shrum Runners-up; Provincial Scholarship Examination winners;
National, Provincial or related examination or competition
winners; other outstanding high school applicants; and others,
valued at a minimum of 2 semesters tuition, but variable
upwards at the discretion of the committee.
All undergraduate scholarships mentioned above will be adjudicated
by ScSAB. The terms of the Shrums and Diamonds remain essentially
the same with a slight increase in value for the Shrums.
