Actions arising out of meetings of the Senate Committee on Agenda and Rules
on June 17, 1982 and June 22, 1982 gives rise to the following motions:

"That Senate approve changes to the procedures for the election
of student representatives to Senate and to the Board of Governors
as follows:
1. All registered graduate students (other than those with 'on
leave' status) and all undergraduate students taking at least
one credit course (other than a Downtown course) will be
eligible to cast votes in-person on the Burnaby campus of the
University. The balloting period will be two to five consecu-
tive working days and some opportunity will be given for
balloting after 4:30 p.m. for evening-only students.

2. All undergraduate students registered in at least one credit
course at the Downtown Centre, and who are not taking any
courses at the Burnaby campus, may vote in-person at the Down-
town centre. The balloting period will be as in 1. above.
3. All undergraduate students who were registered in at least one
credit course in the previous semester, but who are not currently
registered may vote in-person as in 1. above. They will be
informed of the date of the forthcoming scheduled student elections
by means of a typed message on the registration intent mailer,
which is normally distributed during week 4 of each semester to
all those eligible to register in the following semester."
MOTION #2:
"That Senate approve a change to the Rules of Senate relating to
student elections to Senate and to the Board of Governors as
follows:

The period for casting of ballots shall be not less than
ten days nor longer than fifteen days in the case of
elections by and from the faculty members and by and from
members of staff who are not faculty members. It shall be
not less than fourteen days nor longer than twenty-eight
days in the case of elections by Convocation to Senate

and of the Chancellor. It shall be not less than two days
nor longer than five days in the case of elections by and
from students."
A 2/3 majority vote is required for approval.
These changes are consistent with revisions made by the Committee to an earlier

Following referal by Senate on June 7, 1982 of S.82-65, the Senate
Committee on Agenda and Rules considered the comments made by senators
at that meeting and received written submissions from Senators Hale and
Wotherspoon.
Agreement was reached on the following measures which are intended
to reduce election costs substantially without disfranchising the present
student electorate.
1.
All registered graduate students (other than those with 'on leave'
status) and all undergraduate students taking at least one credit
course (other than a Downtown course) will be eligible to cast Votes
in-person on the Burnaby campus of the University. The balloting
period will be two to five consecutive working days and some
opportunity will be given for balloting after 4:30 p.m. for evening-
only students.

All undergraduate students registered in at least one credit course
at the Downtown centre, and who are not taking any courses at the
Burnaby campus, may vote in-person at the Downtown centre. The
balloting period will be as in 1. above.
3.
All undergraduate students who were registered in at least one credit
course In the previous semester, but who are not currently registered
may vote in-person as in 1. above. They will be informed of the date
of forthcoming scheduled student elections by means of a typed message
on the registration Intent mailer, which is normally distributed during
week 4 of each semester to all those eligible to register in the
following semester.
These proposals will reduce the annual cost of elections from approximately
$15,000 p.a. to approximately $4,000 p.a.
The changes required to Senate rules relate only to balloting periods,
which because mail balloting will be discontinued, should be reduced from the
current 14-28 days to 2-5 days.
The Committee also gave consideration to changes to rules and procedures
relating to by-elections and second or subsequent calls for elections.
Current procedures are the same as for the annual general elections, i.e.
call for nominations followed by a full mail ballot of the student electorate,

if the election is contested. The intent is to develop rules and procedures
which are parallel to those used to fill vacancies among the ranks of the
Convocation Senators. Briefly, this involves election by Senate from a list
of nominees submitted by either Student Senators, the Student Society or by
some other body.
Further details of these proposals will be circulated separately. If
approved and implemented the abolition of full by-elections would save at
least $2,000 p.a. under the revised procedures as proposed above, or approx.
$7,500 p.a. under current procedures, giving an eventual cost of student
elections of $2,000 p.a. instead of the current $15,000.
