PROPOSED NEW REGULATIONS - FACULTY OF
SUbIeCtg.I.NS.
.ADMIN•I•STRATION;
CHANGES
FACULTY OF ARTS GENERAL REGULATIONS,
AND SOME CHANGES IN THE DEPARTMENT OF
ECONOMICS
From
NATE COMMITTEE ON UNDERGRADUATE
STUDIES
Date. 23, 1982
Action undertaken by the Senate Committee on Undergraduate
Studies at its meeting of March 9, 1982 gives rise to the following
motion:
"That Senate approve and recommend approval to
the Board of Governors, as set forth in S.82-62
the proposed new regulations - Faculty of
Business Administration, changes in Faculty of
Arts General Regulations, and some changes in
the Department of Economics, including:
1.
Proposed new regulations - Faculty of Business
Administration
?
pp. 1 - 7
2.
Changes in Faculty of Arts General Regulations
?
pp. 8 - 11
3.
Changes in Requirements in the Department of
?
pp. 12 - 14
Economics."
?
-
S
A further proposal has been made that the degree for the
Faculty of Business Administration be "Bachelor of Business Administration"
and SCUS has concurred. A recommendation has gone forward to the Senate
Committee on Academic Planning with further report and recommendation to
be made by that body. (On May 12 that body
,
concurred.)
In the development of these regulations it has been necessary
that there be careful decisions made and adjustments undertaken with the
movement of Business Administration from the Faculty of Arts to its own
Faculty whilst Economics remains in the Faculty of Arts. The programs
continue to provide for a Major Program in Business Administration, an
Honors Program in Business Administration, a Joint Major Program in
Business Administration and Economics, and a Joint Honors Program in
Business Administration and Economics. There is also provision for a
Major Program and for an Honors Program in Economics. There continues
to be provision for a Minor Program in Business Administration and a Minor
Prograul in Economics.
It is anticipated that further changes to programs may be proposed.
It is intended that the change in degree designation to Bachelor
of Business Administration be approved effective from September 1982 if
clearance can be given in sufficient time by the approval bodies. The main
changes in these regulations now proposed would become effective Fall' 83-3.
It is intended that announcement of these changes be made as early as
possible to give advance warning to students.
.
?
?
The proposed change in degree designation to Bachelor of
Business Administration for those completing their degrees through the
Faculty of Business Administration would be effective from September 1982
if clearance can be given in sufficient time by the approval bodies.
The general principles are given in the attached memorandum. Proposed regulations
as the
y
would be revised are shown in detail in pp. 1 -14 inclusive.

The establishment of the Faculty of Business Administration necessitates
the approval of Faculty Regulations for Business Administration, changing of
the General Regulations of the Faculty of Arts and some alterations in re-
quirements
in
the Department of Economics. The Faculty of Arts Curriculum
Committee at its meeting of March 11, 1982 moved approval and recommends the
approval by SCUS of the following:
A.
?
The General Regulations of the Faculty of Business Administration.
Business Administration has decided to follow the format of the
Faculty of Arts General. Regulations, with the following changes:
1.
Courses from Group E, allocated as substitutes for Groups
A, B, and C,
(p.
94 of the current calendar) are included
in Groups A, B, and C.
2.
BUS. and BUEC courses are excluded from Group B.
3.
Students are required to complete at least 50 hours outside
the Faculty of Business Administration.
4.
Majors must complete at least 36 Upper Division hours in
Business Administration.
5.
Honors must complete at least 56 Upper Division hours in
Business Administration.
6.
Joint Majors must complete at least 25 Upper Division
hours in each disciplirein addition to BUEC 332-3 and BUEC
333-3.
7.
Joint Honors must complete at least 28 Upper Division
hours in each discipline in addition to BUEC 332-3 and
BUEC 333-3
B. ?
BUEC courses will be double listed
in
the Faculty of Arts and in the
Faculty of Business Administration and may be counted in either Faculty
at the student's discretion.. ?
For these purposes, no student can
count a single course in two Faculties.
C. ?
Students who apply for a Joint Major or Joint Honors in Business
Administration and Economics will be governed by the regulations of
the Faculty from which they request their degrees -- either Arts or
Business Administration.

Because of the complexity of the changes which have been made
by Business Administration as they prepare their regulations for
the new Faculty of Business Administration, I have noted the major
changes requested and given the implications of the changes.
There were no rationales given in the submission.
1. Group Requirements
(a)
Business Administration proposes to retain the
Group A, B and C designations and the number of
required
hours. They have expanded the Groups to
?
• ?
include Departments in Interdisciplinary Studies
from Arts Group E whose courses are allowed to
substitute for requirements in Croups A, B and C
(see page 6--Business Administration submission
and page 94 current calendar). The allocation of
Group E Departments is identical to that used by
.Arts.
(b) 'Business Administration and BUEC courses are not
included In Group B--so all Group Requirements
must be taken from courses external to Business
Administration.
2. Courses Required Outside Major Department
Business Administration is requiring that its students 'take at
least 50 hours outside Business Administration. Arts requires
at least 30. As 30 hours are required as Group Requirements,
Business students are required to take at least 20 hours in
addition to the Group Requirements outside Business.
3. Hours in Major
The hours required for a Business Major are being increased
from .30 hours to 36 hours.
4. BUEC Courses
B.UEC courses will be double listed in the Faculty of Arts.and
in the Faculty of Business Administration and may be counted
in either Faculty at the student's discretion. These courses
can be included In either major and are taught by faculty
members from both Economics and Business Administration. They
do not easily fit exclusively in either Arts or Business
Administration.

(1) the lower division requirements for each of the
Major subjects selected,
(ii)
all other requirements of the Major departments
concerned, and
(iii)
the requirements of the faculty in which the degree
will be received.
The Faculty of Arts requirements for two Arts Majors are
considered to have been met when 30 hours of credit in
courses numbered 300 and above, as specified by each of
the Major departments, is received in addition to all
requirements for both Major subjects and the Group
Requirements.
NOTE: Students wishing a double major with a department
in the Faculty of Arts and Business Administration
will probably not be able to complete their degree
within 120 hours. They should seek advice early in
their programs from both major departments.

RATIONALE:
A request from the Department of Business Administration to
increase the total credit hours in Business for Joint Majors and
Honors, gave rise to concern that the Economics portion of the
program would be diluted if the compulsory statistics courses,
BIJEC 332 and 333 were counted toward Economics. This would have
reduced the-actual Economics content of the Joint degrees to 19
and 24 credit hours respectively. Thus, the above compromise was
made.

MINOR IN ECONOMICS
?
FROM:
At least 15 semester hours of upper division
credit in Economics.
TO:
At least 15 semester hours of upper division
credit in Economics
NOTE: Students majoring in Business Administration
may not count BUEC 332-3 and BUEC 333-3 as
part of the required 15 hours in Economics.
RATIONALE:
At present, a minor in Economics may be (and frequently
is) obtained by completing only .2 five credit Economics
courses plus BUEC 332-3 and BUEC 333-3, Elementary Economics
and Business Statistics I and II. Since the latter are
required courses for major in Business Administration,
satisfaction of the Economics minor requirement may be
achieved with minimal effort. To eliminate any dilution
of the minor in Economics, where BIJEC 332 and 333 are part
of the major program's core courses, they should not be
applied to the fulfilment of the minor requirement.
