Exchange Agreement
Enclosed is a copy of the Educational Agreement between
Jinan University and Simon Fraser University, signed by
President Yang and me on October 6, 1981. As you probably
know, this arose out of a visit I made to Jinan University
last March when discussions on a possible Agreement were
initiated and these discussions were completed during the
visit of a delegation from Jinan to our University in early
October.
Given that the Agreement has academic implications and
modest financial ones, I am forwarding this to Senate and
the Board of Governors for approval, in accordance with
item 8. of the Agreement.

EDUCATIONAL AGREEMENT
BETWEEN
JINAN UNIVERSITY
and
SIMON FRASER
UNIVERSITY
1.
Preamble ?
Jinan University and Simon Fraser University
wish to assist each other in the pursuit of knowledge and
the promotion of international understanding to the benefit
of both institutions. Accordingly, the following activities
will be carried out by both universities for a period of
five years beginning in the fall of 1982. •Consideration
will be given to extending this agreement six months before
it is due to expire.
2.
Student Exchanges
(a) Simon Fraser University shall accept each year no more
than five graduate students from Jinan University (one
each from the specialties of Physics, Chemistry,
Computer Science, Business Management and English
Language and Literature) , to be chosen from the best
graduates of the current year by Jinan University.
Simon Fraser University will provide up to two years'
tuition scholarships for each of these students. The
students will be expected to satisfy the admissions
requirements of Departments and the University. Simon
Fraser University will explore the possibilities for

extending financial assistance to cover living expenses.

(b)
Jinan University shall accept each year two undergraduates
with some yrounding in Chinese Lanyuaqe for four-year
courses in Chinese Language or History, or five qraduat:e
students for
.
two-year courses in Chinese Language or
History or Southeast Asian Studies, or fifteen faculty
members and students for a short-term Chinese Languaqe
class during the summer vacation.
(c)
The understanding is that the number of person-years
involved in each of (a) and (b) above shall be approximately
equal over the period of the agreement.
3. Faculty Exchanges
(a)
Simon Fraser University shall accept each year two to
five visiting scholars from Jinan University for one to
two years' advanced study and research.
(b)
Jinan University shall accept each year two to five
visiting scholars from Simon Fraser University for half
a year to two years' advanced study and research.
(c)
Each university will explore possible ways of providing
financial assistance to assist visiting scholars in
meeting living expenses.
4. Library Materials Each institution will make its best effort:
to provide publications and other relevant materials that will
contribute to achieving the objects of this Agreement.

5. Equipment ?
Simon Fraser University will provide assistance
to Jinan University in obtaining modern Scientific instruments
and equipment from items that are surplus to the
needs
of
Simon Fraser University.
6.
Administration
?
A responsible official of this exchange pro-
gram will be appointed by the President of each institution
to take responsibility for coordination and administration
of the program. It will be the responsibility of each official
to provide the other with information about the academic back-
ground ,record and interests of the proposed participants.
Visiting scholars should be aware of the customs, procedures,
and practices of the host university.
7.
Special consideration in admission will be given to graduate
students from Jinan University relative to other graduate
students from China having equal qualifications.
8.
This agreement is subject to approval by all appropriate
authorities for Jinan University and Simon Fraser University.
