ANNUAL REPORT
SENATE COMMITTEE ON UNIVERSITY BUDGET

INTRODUCTION
Under the rules of Senate, the Senate Committee on University
Budget is required to submit an annual report. The last annual
report of the Committee covered the period from July 1977 through
July 1979. This report will cover the period from July 1979 through
December 1980.
This report will provide Senate with an overview of the Committee's
deliberations and actions and further reflections on the Committee's
role.
COMMITTEE ACTIVITIES
In the period covered by this report, the Committee has held sixteen
meetings. In the course of the meetings, it has reviewed the
Capital Plan encompassing the period 1980/81 through 1983/84 as well
as the capital budget application for 1980/81; it has reviewed and
commented on the Woods Gordon report on the Computing Centre; it has
reviewed and commented upon the 1980/81 allocation of the University
Operating Budget; it has reviewed the 1981/82 request for operating
funds; it has assessed the role of the Senate Committee on University
Budget and provided its comments to the President in a memorandum of
October 29, 1979; it has extensively reviewed the present and future
operating requirements of the University Library and provided a
report to the

resident under date of November 14, 1979; and, finally,
it has at the request of the President, reviewed tuition fees and the
financial aid situation at Simon Fraser University and prepared a
report to the President under date of October, 1980.
The issues relating to operations of the Library, tuition fees, and
financial aid were sufficiently complex that the Committee was
required to devote a substantial portion of its time to these
particular issues. In some cases, the Committee's reviews and
deliberations led to the preparation of a specific report and/or
recommendations which were communicated to the President. In other
instances, informal communications with the President have served in
lieu of written submissions.

THE ROLE OF THE SENATE COMMITTEE ON UNIVERSITY BUDGET
In our last annual report, dated December 4, 1979, the Committee
identified several conclusions concerning the most appropriate role
which it could perform. These conclusions were:
1.
S.C.U.B. should have, within its purview, examination of any
issue with budgetary implications. Such issues may or may not
have been referred to the Committee by the President.
2.
The Committee can serve most effectively by dealing with
specific questions or tasks.
3.
The Committee's usefulness will be enhanced if it addresses
issues with longer time horizons.
4.
The Committee will begin to operate effectively when its
collective membership acquires expertise in and understanding
of the budgetary process and the activities and services
provided by the organizational units of the University.
Continuity of membership is important for these objectives to
be met.
The activiti&s of the Committee during the past eighteen months have
adhered relatively closely to the principles enumerated in last
year's annual report and re-stated above. More specifically, the
analyses relating to the Library, tuition fees and financial aid are
the kinds of issues that reflect the second and third of the above
principles. The desire for greater continuity of membership on the
Committee has not yet been achieved. The Committee requests that
the Senate Committee on Agenda and Rules address the issues
associated with membership continuity with a view toward ensuring
minimum two year terms for those serving on those committees where
continuity is deemed critical.
