The Senate Committee on Agenda and Rules has noted the potential 

length of the agenda for the Open Session and for the Closed Session scheduled 

for Monday, January 12. It has noted also the importance of a number of the 

topics and the limited time available for actions to be undertaken to be 

effective in the forthcoming year, and in some cases within eighteen months. 

The Committee therefore has recommended 

i)

that the January 12 meeting continue through to completion of the agenda 

with the usual motions for extension of time, or 

ii)

that at an appropriate time on January 12 the meeting be recessed with 

motion that it reconvene and continue either on the evening of Tuesday, 

January 13 or Wednesday, January 14.

Under either of these procedures it will be necessary that before 

completion or before final recess on January 12 that the agenda of the Closed 

Session be completed. If, therefore, time clearly Is pressing on January 12 

there will be motion to recess the Open Session to move into Closed Session, 

with intent to return to the Open Session on January 12, - or If necessary, to 

reconvene to continue Open Session on either January 13 or 14, dependent upon 

the greater availability of members on those dates. 

A motion which calls for continuation of the meeting on January 13 or 

14 will be made if it is clear that such additional time is required to complete 

adequately the agenda; it Is not intended that pressures of time lead to inade- 

quacy of discussion. 

Motions, therefore, may be in the following form dependent on the 

progress on the evening of Monday, January 12, 1981. 

MOTION: "That Senate recess the Open Session of January 12 and enter 

the Closed Session, with the Open Session to be reconvened 

on completion of the Closed Session, on January 12 to continue 

with Open Session discussion." 

OR

(If the Closed Session has been disposed of) 

"That Senate recess the Open Session and reconvene at
