At a meeting held on November 19, 1981, the Senate
Undergraduate Admissions Board reviewed two recommen-
dations involving the admission and transfer standing
policies of applicants from a number of European
countries and all countries operating under the
British and French educational systems.
Approval of these recommendations gives rise to the
following motions:--
MOTION I
That applicants from Austria, Czechoslovakia, Germany,
Denmark, Finland, France (including all countries
under the French system), The Netherlands, Norway,
Sweden and Yugoslavia continue to be admitted on
the basis of acceptable standing on the maturity
or leaving certificate in their country.
MOTION II
That applicants from the United Kingdom (including
all countries following the U.K. Educational system)
continue to be admitted on three "Advanced" or
"Higher" level subjects and be considered for
transfer credit to a maximum of 30 semester hours.
That the average required for admission be raised
from a "D" to a "C" based on a minimum passing
grade of E on a scale of A to E.
If approved, these changes to our admission require-
ments can become effective immediately. They do not
include major changes, nor do they conflict with any
statements
in
the calendar.

INTRODUCTION
The current admission requirements for applicants from foreign
countries were established prior to 1974. These requirements
were developed from recommendations by several agencies which
are involved in the. study and research of foreign education
systems. These agencies include the American Association of
College Registrars and Admissions Officers, the National Assoc-
iation of Foreign Student Affairs and the Council on Evaluation
of Foreign Student Credentials. At the time these recommenda-
tions were made, .the secondary school curriculum in many European
countries surpassed those in North America. As a result, many
North American universities and colleges granted first year
university credit for the final matriculation year.. Simon Fraser
followed these recommendations.
OBSERVATION I
In recent years the Educational systems at the secondary level
in countries such as Austria, Czechoslovakia, Denmark, Finland,
France, The Netherlands, Norway and Sweden have undergone change.
In all cases these revisions have lowered the standards such that
they equate more to the secondary school graduation levels in
North America. As a result of these changes it is recommended
that we revise our policy on the granting of transfer credit as
follows:-
RECOMMENDATION
I
That applicants from Austria, Czechoslovakia, Denmark, Finland,
France (including all countries under the French system), The
Netherlands, Norway, Sweden and Yugoslavia continue to be ad-
mitted on the basis of acceptable standing on the maturity or
leaving certificate in their country.

RECOMMENDATION I CONT'D
That transfer credit not be assigned for work completed at the
secondary level but where appropriate, the student may consider
applying for course challenge credit from the approved list of
courses at SFU.
OBSERVATION II
The system in the United Kingdom and all countries following
that Educational system involving the University of London
General Certificate of Education, the Cambridge Higher School
Certificate and the Scottish Certificate of Education has also
undergone some revisions in recent years. The reports and
placement recommendations made by the aforementioned agencies
indicate that the advanced or higher level examinations con-
tinue to equate to the freshman level in North America. It is
felt, however, that the examinations are not at the same high
level as in earlier years.
The following recommentation addresses these changes.
RECOMMENDATION II
That applicants from the United Kingdom (including all countries
following the U.K. Educational system) continue to be admitted
on three "Advanced" or "Higher" level subjects and be considered
