Action taken by the Senate Committee on Academic Planning
at its meeting of September 10, 1980 gives rise to the following
motion:
"That Senate approve that there be undergraduate
curriculum committees established in each of the
two Departments of the School of Business
Administration and Economics."
The rationale for both the proposed change and its presen-
tation for review and approval are contained in the attached
documentation.

Attached is a proposal from the Director, School of Business
Administration and Economics for an internal reorganization of the
School.
SCAP initially approved and recommended to Senate the organi-
zational structure of the proposed School of Business Administration
and Economics. Because of the nature of the approvals of the original
organizational structure the major departure from it now proposed
requires the concurrence of SCAP as well as Senate and the Board of
Governors. If there is approval it is not intended that any later
minor administrative changes which may occur from time to time fall
under this form of intensive review.
While not reflected in the-attached documentation, the set of
recommendations contained therein does have the approval of the Depart-
ments of Economics and Business Administration as well as the Dean of
the Faculty of Arts.

INTERNAL REORGANIZATION PLANS - SCHOOL OF BUSINESS
ADMINISTRATION AND ECONOMICS
The initial organization plan for the School of Business Administration
and Economics called for appointments and DTC considerations to be departmental
matters, but programs of instruction concerns such as the determination of course
offerings by semester, the timing of these offerings, the advising of students,
curriculum committee matters and the like were to be School level responsibilities.
This organization of responsibilities has not worked well. Departments
have been responsible for setting recruiting priorities, for the appointment of
sessional instructors and for approving the teaching-research patterns of faculty
without simultaneously planning course offerings.
A further problem has been the perception of most members of the Depart-
ment of Business Administration that the organization of the School has not made
it possible for that department to truly control its own destiny. A departmental
meeting, followed by a referendum, clearly established the desire to exercise cur-
riculum control in the department.
The changes proposed should not adversely affect students. They will
still be permitted to take joint majors or honors, and the requirements for the
various degrees will remain as before. But it has not proved acceptable to have
two departments out of step with the rest of the university. We have a system in
which most matters are decided at the departmental level, and the departments in
the School should have, as much as possible, the same responsibilities and powers
as departments outside the School.
Proposed Changes
1. There will be undergraduate curriculum committees established in each
department The chairmen of each of the committees will be ex-officio non-voting
members of the other department's committees.
On matters affecting both programs (e.g., BUEC courses), the committees
will meet together as a committee of the School.
The Graduate curriculum and Graduate Studies committees will be housed
in Economics. In accordance with current practice, one voting member of these
committees will be nominated by, and from, Business Administration.

The MBA Committee will be housed in Business Administration and will be re-
named the Business Administration Graduate Curriculum Committee.

The time scheduling of courses will be made by the DA in Business
Administration. Decisions on offerings will be made inItially at the department
level, with the Director meeting wih the two chàirnen to coordinate offerings.
