1. iNTRODUCTiON
Under the, rules of Senate, the Senate Committee on Academic
Pla '
nning is required to submit an annual report. This report
will cover the period from January 1,
1982
through December 31,
1982.
Since most of the recommendations emerging from SCAP are
subsequently reviewed by Senate, this report will only
highlight the major proposals considered by the Committee and
problems and issues stemming therefrom.
II. ACTIVITIES DURING 1982
In the past year, the Senate Committee on Academic Planning
considered the following items:
1.
Proposal for an Engineering Science Program including
organization of Engineering Science as a separate
Fàcu lty.
-recommendations forwarded to Senate (February, 1982).
2.
Permission for the Department of Business
Administration and the Department of Computing Science
to suspend for one year, beginning 1 March 1982,
admission to extended studies diplomas in their
departments.
-recommendations forwarded to Senate (February, 1982)
3.
Establishment of a joint SCAP/SCUS ad hoc committee to
review the basis and operation of the undergraduate
registration priority system.
-Committee established; report submitted to SCAP (July
1982) and to SCUS; recommendations forwarded to
Registrar for implementation.
4.
Discussion of 1981/82 proposed budget adjustments
affecting the Faculty of Arts (English lecturer
positions) , Faculty of Education (Faculty Associate
Salaries) and Faculty of Science (non-salary operating
budget), and the Teaching Assistant Budget.

Proposed changes to 100 numbered courses offered by the
Department of English.

Proposal for the degiee offered by the Faculty of
Business Administration to be known as the Bachelor of
Business Administration.
-recommendation forwarded to Senate (June 1982)

Proposed Policy on International Students
-recommendations forwarded to Senate

Proposal for an Earth Sciences Program
-in principle approval granted by SCAP; faculty members
advised to proceed with development of formal proposal.
14.
Proposal 'for a new MBA program
-in principle approval granted by SCAP; chairman
advised to proceed with development of formal
proposal. Fully developed proposal subsequently
submitted to SCAP, approved and forwarded to Senate
(January, 1983).
15.
Considered report of the President's Committee on
Enrolment Limitations.

16.
Proposal to stream the Kinesiology Honors Program
-proposal defeated.
17.
Proposals: Graduate Programs in the Department of
Criminology
-in principle approval granted by SCAP of:
-fundamental revision of the curriculum of the
existing "academically oriented" M.A. program in
Criminology
-introduction of a Ph.D. program in Criminology
-introduction of an Applied Master's Degree in
Criminal Justice
-Department Chairman advised to proceed with
development of formal proposals.
18.
Proposal for Review of Canadian Studies Program
- SCAP agreed to defer consideration for one year.
19.
Proposal for establishment of a non-thesis option
Graduate Master's degree in Mathematics
-in principle approval granted by SCAP; Department
Chairman advised to proceed with development of a
formal proposal.
20.
Consideration of revised procedures for undergraduate
curriculum review
-recommendations forwarded to Senate (February 1983)

III. THE ACADEMIC PLANNING FUNCTION
In June, 1980, a planning report containing an assessment

of Simon Fraser University and indióations of possible future
directions was prepared by a sub-committee of SCAP, approved,
and forwarded to Senate for its consideration. Subsequent to
approval of the future planning direction statement by Senate,
the Vice-President, Academic proposed to SCAP a set of
recommendations regarding its terms of reference. These
recommendations were also forwarded to Senate and received
approval.
Along with the recommendations for changes in SCAP's terms
of reference, the Vice-President Academic proposed the
establishment of a number of SCAP task forces to examine
various planning issues of concern to the University. This
approach was less productive than initially anticipated and was
subsequently discarded. Instead, the Vice-President, Academic,
in conjunction with the Deans, gave further consideration to
the planning issues identified in the "Future Directions"
statement. Their decisions culminated in a paper presented to
SCAP entitled "Priorities in Academic Planning". The paper was
initially reviewed by the COmmittee and, with minor
modifications, was forwarded to Faculties for comments. The
paper will be returned to SCAP after further consideration.
