Rationale:
The current 3 hours of language tutorial plus 3 hours of language

given a) that language laboratories are now not monitored and
b) the considerably larger class size.
We would therefore ask to add 1 hour of tutorial to increase teacher/student
contact and to reduce the lab attendance by 1 hour.
This would also bring the distribution of hours in line with Fr. 101.
