As you are aware, Senate in 1982 (S.82-75) approved a policy
for international students which limited admission to undergraduate
studies at Simon Fraser University. Senate also stipulated that
in April of each year a quota be established for the following
academic year. The quota was set at 7% for 1983/84 and 1984/85.
I would like to inform you that the Senate Committee on
Academic Planning met on Wednesday, April 3 and decided unanimously
to continue the 7% quota for the academic year l985/6. I attach,
as information, SCAP 85-8. The relevant motion recommended to
Senate is:
"That Senate approve and recommend approval to the?

In 1982, Senate passed legislation (see attachment #1) setting a yearly
quota on international undergraduate student admissions. The legislation also
stipulated that each year in April a quota target would be brought before
Senate for approval and to apply for the following acadernic.year. As you
know, the quota was set at 7% for 1983/84 and remained the same for 1984/85.
For SCAP

s information, the 7% quota was applied only once... in 1983-3.
On a yearly basis, the number of new international student admissions as a
proportion of total admissions has stayed fairly stable at the 5.7% level
since 1981/82 (see attached Table 1). In terms of the total number of
students, however, the international student population has decreased to about
the 8% level in. 1984/85 (see attached Table #2. Note that the % of total is
higher than the % of new admits because international students have a higher
retention rate).
For SCAP's further information, I am attaching, along the same lines,
Table 3 which contains historical enrollment information on the three programs
at SFU with the largest concentrations of international students ... Economics,
Business, and Computing Science. Together, these programs enroll
approximately 70% of all international student majors at SFU who have
completed more than 60 credit hours. Note that except for the Computing
Science Family, the number of international student majors in Economics,
Business and the University as a whole has decreased markedly since 1983-3.
Members will recall that the 10% quota on international students admitted to
Business and the "Computing Science Family" is scheduled for implementation in
May, 1985. .

Action taken by the Senate Committee on Academic Planning
at its meeting
of June 9, 1982 gives rise to the following motions:
MOTION 1.

POLICY
That Senate approve and recommend approval to the
Board of Governors, as set forth in S.82-75, that
Simon Fraser University will admit a limited number
of international students who must be able to write,
read, and speak English at a level required for their
program of studies. This University expects to be
able to admit international graduate students without
changes in existing procedures.
MOTION 2.

ADMISSION QUOTAS
a)
A quota for international undergraduate students based

on a selected percentage of new undergraduate students
in the preceding academic year will be established for

each academic year in April of the preceding academic
year.
b)
In order to permit appropriate phasing in of this policy,
and the development of required procedures, the quota
for the 1983/84 academic year is established at this time
at 7 per cent of new undergraduate students. The
Registrar's office will determine the number of new
international students that should be accepted in order
to arrive at a final figure of new students registered
that meets this ..quota.
c)
This quota will be met by reviewing the applications from
prospective students in terms of their academic standing.
Subject to approval of the above policy by Senate and by the
Board of Governors, the Sate Undergraduate Admissions Board will
develop the appropriate admission criteria.
