Rules of Senate -
Section IV - Elections
During the recent elections of students to the Senate and the Board of Governors,
it was evident that the Rules of Senate do not address in sufficient detail, the
procedures for the conduct of elections. Specifically, there are no guidelines or
policies relating to campaigning and the removal of campaign literature prior or
subsequent to the time of polling. Under the University Act, (Part 9, Section 42),
Senate has responsibility for such elections.
"The senate shall make and publish all rules necessary and not
inconsistent with this Act in respect of nominations, elections
and voting, and the registrar shall conduct all elections as are
required"
In addition, it is the opinion of SCAR that Senate should review the eligibility of
students to either hold office on Senate and the Board, or to vote in those
elections. For example, current eligibility requirements are stated in terms of
registration in credit courses. This would appear to exclude students who
register for two consecutive Co-op work terms. Similarly, the Rules address the
"downtown only" voting, but there is no mention of process for students in the
Prison Education Program. On the faculty side, the Rules of Senate refer
specifically to Academic Policy 20 for eligibility/ineligibility of Faculty
Associates, but the references to specific parts of that Policy no longer pertain.
MOTION: "That Senate approve the establishment of a Committee to
review Section IV, Elections, of the Rules of Senate, and to bring
forward to Senate, for approval, recommendations for changes
to those Rules. Composition of the Committee shall include:
two Faculty Senators, one of whom shall be Chair; one Student
Senator; and the Registrar. Members will be named by the
Senate $iominating Committee"
