At the meeting of Senate on December 1, 1986, the following motion was
referred to the Senate Committee on Agenda and Rules for report back to Senate
with a possible format for a dialogue to take place between the two bodies:
"That members of the Board of Governors be invited to join and
participate in a special session of Senate at least once annually".
In considering this matter, SCAR recognized the potential benefit that could
derive from dialogue between the two bodies, but it is clear that each, under the
University Act, has its own specified and distinct lines of responsibility.

In the spirit of encouraging communication between the two bodies on items of
common concern, it is the recommendation of SCAR that the members of the
Board be invited to join Senators at the dinner prior to the Senate meeting and
to attend the Open Session of Senate as observers. Further, the Chair of the
Board would be invited to make a few remarks on the highlights of the Board's
recent activities and, as appropriate, identify any on-going issues of particular
concern.
It is recommended that the decision on the timing for this meeting should rest
with SCAR, with consideration of factors such as other agenda items and
availability of the Chairs of the Board and Senate. With the agreement of Senate,
SCAR will undertake to plan this meeting under these general guidelines.
MOTION: "That Senate accept the recommendation of the
Senate Committee on Agenda and Rules as set out in
S.87-1"
