Introductory Comments
The last Report for Senate by the Senate Policy Committee on Scholarships,
Awards and Bursaries was seen by Senate less than six months ago. A recent
change in the date by which this committee's annual report is to be submitted is the
reason for a second report in such a short period of time. In spite of the short
period being covered by the report, it does cover the full budget year, 87-2, 87-3
and 88-1, and there are several decisions of this committee that are worthy of being
brought to the attention of Senate. (The continual stream of minor modifications to
and interpretations of existing policy is not reported here; it can be examined by
consulting this committee's minutes, available through the Financial Aid and
Awards Office.)
A)
Revision of the Special Graduate Entrance Scholarship, designed to allow
SFU to "compete" for high-quality applicants who are considering other
institutions.
B)
Establishment of the Rick Hansen Award, for disabled athletes.
C)
Establishment of the Dean's Undergraduate Entrance Scholarships in
Computing Science, Sociology and Anthropology, Archaeology, and
Communications.
D)
Establishment, on an experimental basis, of the President's International
Undergraduate Entrance Scholarship, designed to attract high-quality foreign
students to SFU.
E)
Two semesters free tuition was dropped from the B.C. Secondary School
President's, Dean's, Diamond and Chancellor's Entrance Scholarships, and
was replaced with travel allowance, eligibility for which is tied to secondary
school location.
F)
Two semesters free tuition was also dropped from the President's College
Transfer Entrance Scholarship and the National President's Entrance
Scholarship, and travel allowances were also established for these awards.
G)
The Chancellor's College Transfer Scholarship and the Chancellor's National
Entrance Scholarship were both withdrawn from the scholarship programs.
H)
Amendment to the Open Undergraduate Scholarship program, requiring that
students have a GPA of
3.5
in their last semester of registration at SFU, in
addition to a CGPA of
3.5.
I)
Establishment of the Special Undergraduate Entrance Award, designed for
students ineligible for the traditional entrance scholarships. (Examples are,
mature students, students entering diploma programs, and students seeking a
second degree.)
J)
Revised athletic scholarships, changing three scholarships at $2,000 each to
two at $1,000 each plus two entrance awards at $2,000 each.

IV. Emergency Loans: Graduate and Undergraduate
Short term, interest-free loans are available to students who require some interim
funding while awaiting funds from other sources.
Value: Normally $300 - $500
During 1987/88, 1,390 loans were issued with a total value of $461,647

VI.
Work-Study Program: Graduate and Undergraduate
The SFU Work-Study Program provides part-time employment which is intended
to be mutually beneficial to students and the University. Every effort is made to
provide career-related job experience, which is primarily of a research nature. The
Work-Study program is intended normally to supplement Provincial and Federal
- student loan programs, as per policy requirements of the government funded
programs. However, Work-Study funded through SFU requires only that students
demonstrate financial need to qualify. All students must meet a basic needs test,
must be registered in, and maintain 9 credit hours or more in undergraduate studies,
or be registered in a Graduate Program for Graduates, and must be in
satisfactory academic standing.
