Recently Senate asked for information from SPCSAB on five issues. I report here
on three of these issues. The two remaining await further policy formulation by SPCSAB;
they will be brought to Senate soon.

Re: Impact of "sealing
off' of
CGPA on SFU Open Scholarships.
The Open Scholarship requires at least 24 hours of credit completed at SFU, at least
?
a
3.5
CGPA and at least a
3.5
GPA in the last semester of study. The wording of
these requirements is such that:
a)
"sealed off' students will continue to be viewed as having completed 24 hours
of credit;
b)
during the first semester of study following the "sealing
off'
the student's "old"
CGPA and GPA are relevant; and
c)
during the second and subsequent semesters of study the "new" CGPA and
(3PA are relevant.
This implies that students continuing at SFU for a second degree or an extended
studies diploma will not suffer a break in their eligibility for the Open Scholarship.
It also imples that after one semester they will switch over to their new CGPA
measure, a change from current practice.

CGPA standard for the Open Undergraduate Scholarship.
Although in the University Calendar it is stated that the required CGPA for this
scholarship is established annually, for the last five years this CGPA has been
fixed
at
3.5,
the minimum level permitted by the current terms of reference.
T his implies
that the students receiving this scholarship have formed a varying percentage
of
total enrolment, as reported in the table following.

The noticeable jump in the summer semester seems to be due to a greater proportion
of higher - GPA students choosing to continue studies in the summer. The
pronounced upward trend (over time) in the percentage of students receiving this
scholarship is of some concern. Should this continue, with our current budget
growth this CGPA requirement will have to be raised in the near future.

Re: Status of athletic scholarships, and awards.
The points below attempt to paint a picture of the overall structure of financial aid
related to athletics. Please note the distinction between "scholarships", for which
scholarly achievement and promise is the primary criterion, and "awards" for which
this is not the case.
a)
All athletic scholarships are adjudicated by the Undergraduate Awards
Adjudication Committee. These "Jack Diamond" and "Special" scholarships
reflect an annual expenditure of $15,000. This comes from the "undergraduate
scholarships" budget line item which totals $1,120,000.
b)
Athletic department operating funds established through private donations for
the purposes of support for individual teams at SFU do not come under the
jurisdiction of the Committee.
c)
Funds received from Government for awards given to students on competitive
teams, are available to the three universities on a formula basis, supervised by a
committee of government and university personnel. This expenditure of about
$160,000 is not under the jurisdiction of the Committee.

d)
Other athletics and recreation awards for students are generated from three
sources:
i.
SFU Operating Funds (Financial Aid and Awards budget, 87/88
approximately $43,000). This figure is part of the larger "Awards" line
item which is $90,000. The balance goes mainly for awards in the
Centre for Fine and Performing Arts.
The athletics and recreation component covers: Athletic Awards ($1,100
each disbursed over 2 semesters); Recreation Leadership Awards
($1,000 each disbursed over 2 semesters), and Pipe and Drum Awards,
which have a value ranging from $300 -
$550.
ii.
Privately donated awards and scholarships for which there are specific
terms of reference with
fixed
values. These awards are received annually
from the donor, and are issued to specific students.
iii.
Privately donated endowment funds, the interest of which is disbursed in
the form of awards and scholarships. Specific terms of reference also
guide adjudication of these awards.
e) All awards issued from the three sources noted in d) above are adjudicated
. ?
through the Undergraduate Awards Adjudication Committee, upon nominations
from the Director of Athletics and Recreation.
f) Although in the past there have been instances in which awards have not been
made and the relevant money used to build up endowment funds, current
practice is that this will only be done with the consent of the donors involved.
Current net annual growth in endowments from this source is in the
order of
$35,000.
