Scholarships
It is my intention to have the notice of motion presented to the May, 1987
Senate meeting now brought forth to Senate. I am not satisfied with the
response of the Senate Policy Committee on Scholarships, Awards and
Bursaries. I believe it is proper for this matter to be presented to the full
Senate.
MOTION: ?
"that Senate expand the eligibility for all
undergraduate scholarships to include those

students enrolled in diploma programs"
Rationale:
Students enrolled in diploma programs at Simon Fraser are considered
undergraduate students. They pay fees accordingly and are regulated by
the same set of rules and procedures used to regulate other undergraduate
students (e.g. admissions). By policy and practice, diploma students are
eligible for all undergraduate scholarships with the exception of SFU
entrance scholarships (for College or University transfer students). The
exclusion of the group is based on the rationale "that students possessing
a degree have had adequate opportunity to obtain an undergraduate
entrance scholarship and that they should not expect society to offer
them a second chance, at the expense of new generations of students." It
is my belief that the committee failed in making several fundamental
assumptions:
1) ?
A degree is one of the requirements for entrance into Extended
Studies diploma programs. ?
It hardly seems reasonable for the
University to design and offer undergraduate programs requiring a

first degree for admission, and then to declare students in these

 
programs ineligible for undergraduate entrance scholarship as a
consequence of having a degree.
2)
The purpose of the entrance scholarship is to recruit the best
students into the University. It is designed as an instrument of
recruitment for College and University transfer students in the same
manner that an entrance scholarship for secondary students is
designed as an instrument of recruitment for graduating secondary
students. SPCSAB has declared that some undergraduate programs
can not use this tool, while other undergraduate programs can. Is it
the intention of the Policy committee to make decisions as to which
SFU undergraduate programs need (or deserve) recruitment tools and
which do not?
3)
It appears that the committee was confused over the difference
between second degree candidates and Extended Studies Diploma
students. Entrance requirements to Extended Studies Diploma
programs include a first degree. It does not seem reasonable to
assume these students "expect society to offer them a second
change, at the expense of new generations of students." In making
that assumption, does SPCSAB assume that graduate students should
also be excluded from any form of entrance scholarship? Graduate
programs require a first degree too.

Re: Notice of motion by Senator Warsh, namely,

The director of Financial Aid and Awards, Vern Loewen, spoke with
Senator Warsh to clarify the concerns he has with the present policy. This
conversation laid to rest all but one of Senator Warshs concerns. The
concern that remains is that students entering an SFU diploma program
would be ineligible for the category of undergraduate scholarships called
"Entrance Scholarships" if they had already completed a degree elsewhere.
Since it appeared that SPCSAB (and its predecessors) had no official
policy on this, the matter was addressed at the next meeting of SPCSAB.
At that meeting the committee voted unanimously to make students
already possessing a degree ineligible for all undergraduate entrance
scholarships.
A major rationale for this decision is the feeling of some committee
members that students possessing a degree have had adequate opportunity
to obtain an undergraduate entrance scholarship and that they should not
expect society to offer them a second chance, at the expense of new
generations of students.

At the meeting of Senate on April 6, 1987 the follo'wing notice of
motion was presented by Michael Warsh, Lay Senator:
"That Senate expand the eligibility' for all undergraduate
scholarships to include 'those students enrolled in diploma
programs"
The Senate Committee on Agenda and Rules met on Wednesday,
April 29th to discuss the agenda' for the May Senate meeting and it
. ?
was the decision of SCAR that this matter should first be formally
presented to the Senate Policy Committee on Scholarships, Awards
and Bursaries for recommendation to Senate. As noted in the
attached rationale statement from Senator Warsh, this matter had
been considered by the former Senate Committee on Scholarships,
Awards & Bursariessome time ago but was never ' formally
presented on' the floor of Senate. Given this history, in referring this
to the SPCSAB, SCAR requests that a recommendation on this matter
come forward to SCAR to be included in a Senate agenda. It is SCAR's
preference that this matter be discussed at the meeting of Senate on
June 1, 1987 but given that such a recommendation would be
required by May 14th this deadline may not be practicable
especially if SPCSAB decided to obtain Departmental/Faculty input.
Consequently, the matter should be presented no later than the
September meeting of Senate which would require a report by
Thursday, August 27th. Since Senator Warsh is' not a member of
SPCSAB it was the opinion of SCAR that he might be invited to attend'
a' meeting of SPCSAB when this matter was being discussed.

At the meeting of Senate held on April 6, 1987, the following Notice
of Motion was duly presented:
"That Senate expand the eligibility for all
undergraduate scholarships to include those
students enrolled in diploma programs"
Rationale:
With regards to the placement of my motion on the agenda:
1)
A similar motion went to SCSAB in 1983. At that time SCSAB
allowed all PDP students to be eligible for the SFU Open
Undergraduate Scholarship. It did not, however, allow PDP
students with degrees to be eligible for other Undergraduate
Scholarships.
2)
In
1984 a motion went to SCSAB which would "allow all PDP
students to be eligible for all Undergraduate Scholarships". The
motion was defeated.
3)
The reason given for defeating the 1984 motion
was
that such
a motion would be contrary to the will of Senate. The will of
Senate was reported to be the exclusion of all second degree
candidates from the list of those eligible for Undergraduate
Scholarships. Diploma students were defined as second degree
candidates.
4)
It is
nearly three years later and SCSAB has not brought the
issue to the attention of Senate. I am challenging the veracity
of the reasons given for defeat of the motion.
