SENATE COMMITTEE ON UNIVERSITY BUDGET
REPORT TO SENATE
DECEMBER, 1987
The Senate Committee on University Budget (SCUB) is a standing
Committee of the Senate of Simon Fraser University and
is designated as a
confidential Committee advisory to the President.
The membership, as determined by Senate at its meeting of December
1
st, 1980, consists of those members of Senate elected by and from Senate to
the Senate Committee on Academic Planning.
The Chair is elected by and from the voting members of the Committee.
The present Chair is J. D'Auria (Faculty member of Senate). The other
members as of December, 1987, are: Faculty Senators: W. Cleveland, L.
Salter, D. Goodman, and G. Strate; Lay Members of Senate; M. Warsh, A.
Wotherspoon ; Student Senators;
P. Busch, R. Irvine, A. Schierer. The

Director of Analytical Studies,
W. Wattamaniuk, serves as (non-voting)
Secretary. The Vice-President, Finance, E. Scott, attends the meetings as a
resource person on a regular basis. Other Vice-Presidents and the President
attend at the invitation of the Committee.
The proceedings of the Committee, information received by it from the
administration, and the specifics of the advice given
by the Committee are
confidential. Only the activity reports that the Committee makes to Senate are
not subject to this rule of confidentiality.
This report covers the period from November 1st, 1986 to December
31st, 1987. Within this period, SCUB met in Committee seven times. Dr.
Saywell was present to speak to the Committee on oneoócasion.
At each meeting, SCUB has been briefed by Dr. Scott on the budget
situation at SFU and on expectations regarding provincial funding and overall
allocations, once funding figures were ascertained. SCUB has also received
information regarding proposed tuition fee changes and has provided advice
on these to the President.

One of SCUB's terms of reference is to maintain an overview and
familiarity with the University's operating budget. This past year, in order to
better understand the functions and budget allocations in various depart-
ments, SCUB invited the Dean of Continuing Studies to make a presentation
summarizing the Continuing Studies operation at SFU. The meeting proved
very useful to members of the Committee. A similar invitation was extended to
the Vice President of Research and Information Systems, specifically to
address the functions and budgets within Computing Services and the
Library. The Director of Computing Services and the Librarian both attended
the meeting to answer questions from members.
SCUB has accepted a mandate from the President to carry out a study
on financial aid at SFU following the policy changes approved by Senate in
1986. SCUB is addressing the following questions;
(i)
Is the mix of financial aid programs and monies appropriate?
(ii)
Is the total amount of student aid money, as allocated from the
operating budget, appropriate for SFU. SCUB has now approved a
framework and methodology for the study and expects it to be
completed in Spring,1 988.
Recently J. Blaney met with SCUB and presented details on the
proposed operation of the Downtown campus at Harbour Centre. SCUB is
very aware of Senate's concern that Downtown programs not be mounted at a
cost to on-campus programs.
Finally, SCUB has reviewed the budget implications of new courses
and programs tori 988/89 which were approved by Senate recently. In
accordance with its terms of reference, SCUB will inform and advise the
President on the financial implications.
