The Senate Committee on University Budget (SCUB) is a standing
Committee of the Senate of Simon Fraser University and is designated as a
confidential Committee advisory to the President.
The membership, as determined by Senate at its meeting of December
1st, 1980, consists of those members of Senate elected by and from Senate to
the Senate Committee on Academic Planning.
The Chair is elected by and from the voting members of the Committee.
The present Chair is R. Blackman (Faculty member of Senate). The other
members as of November 9, 1989, are: Faculty Senators: W. Cleveland, J.
D'Auria, S. Verdun-Jones, and N. Reilly; Lay Members of Senate; D.
Shannon, A. Wotherspoon ; Student Senators; D. Munro, S. Wade, B.
Bedford. The Director of Analytical Studies, W. Wattamaniuk, serves as (non-
voting) Secretary. The Vice-President of Financial Services, P. Boyle and the
. ?
Director of Financial Services, R. Ward, attend the meetings as resource
persons on a regular basis. Other Vice-Presidents and the President attend at
the invitation of the Committee.
The proceedings of the Committee, information received by it from the
administration, and the specifics of the advice given by the Committee are
confidential. Only the activity reports that the Committee makes to Senate are
not subject to this rule of confidentiality.

ACTIVITY REPORT
This report covers the period from December 1st, 1988 to November 8,
1989. Within this period, SCUB was chaired by J. D'Auria and met in
Committee eight times.
At each meeting, SCUB has been briefed by P. Boyle and/or R. Ward
on the budget situation at SFU, on expectations regarding provincial funding,
and overall allocations within the University once funding figures were
ascertained. SCUB has also received for information from the Office of
Financial Services the following:

SCUB has provided advice and recommendations to the President on
the following items in 1989:
-Funding at Harbour Centre
-Financial implications of Senate approved curriculum changes in
1989/90
-Financial implications arising from the Report of the Task Force on
University Size
-Library funding and level of services
-Computing Services funding and level of services
-Undergraduate tuitionf Fees for 1989/90
-Part-time graduate tuition fees for 1989/90
In March of 1989, T. Calvert, Vice-President of Research and
Information Systems, and T. Dobb, University Librarian, met with SCUB to
discuss funding and other issues related to the level of library services
provided at SFU.
In May of 1989, T. Calvert, Vice-President of Research and Information
Systems, and I. Williams, Director of Computing Services met with SCUB to
discuss funding and other issues related to the level of computing services
provided at SFU.
Finally, SCUB will shortly start to review the budget implications of new
courses and programs for 1990/91 which are before Senate on November
27th, 1989. In accordance with its terms of reference, SCUB will inform and
advise the President on the financial implications. SCUB will also be receiving
information shortly on tuition fee levels for 1990/90.
