Native Studies Research
In March of 1988, SFU and the Secwepemc Cultural Education
Society entered into an affiliation agreement aimed at
developing an integrated teaching and research programme.
In 1988-3 and 1989-1, four S/A courses were offered in
Kamloops to 21 students. By all measures, the, first year'.
was a success (see publication, The First Year, Annual.
Report of SFU/SCES Affiliation, available through
Continuing
Studies or the S/A Department.) This summer, a second
contract was signed, and courses that will beoffered in
1989-3 and 1990-1 will be expanded in number, to seven, and
in disciplines represented, to include Linguistics and
History, as well as S/A.
A number of factors has culminated in the proposal for a
Certificate in Native Studies Research to be offered in
Kamloops:
a)
students requests that they would be better served by a
programme that led to a "piece of paper";
b)
native commuhity leaders' sense that an integrated
programme, focussing upon the teaching of research skills,
would be of direct benefit to their students and the wider
community;
C)
the desire of SF13 academics to provide a multi-
disciplinary programme that will be both acadeinicallysourid
and coherent and serve practical needs of native students
and native communities.
The response of. the SF13 academic community to the proposed
Certificate has been supportive and, indeed, enthusiastic.
Enclosed are letters of support from five chairs/programme
directors whose courses are included in the proposed
Certificate.
Similarly, the Shuswap native leadership is supportive of
the Certificate, and relevant letters are enclosed. Also
included are demographic data indicating, in a rough way,
the potential size of the native student population in the
area.

Although the Certificate is multi-disciplinary, its
"administrative home" would be the S/A Department. No costs
will be incurred by SFU, as the Dean of Arts has allocated
to the S/A Department a portion of the contract overhead to
cover clerical/administrative expenses.
In proposing the Certificate, all parties are aware that its
continuation is dependent upon external (largely Department
of Indian Affairs) sources. In the event that external
funding was no longer available, there is no expectation
that SFU would cover the costs of operating the Certificate.

PROPOSED CALENDAR ENTRY

Certificate in Native Studies Research
(offered in Kamloops in
affiliation with the Secwepemc Cultural Education Society.)
The Certificate in Native Studies Research provides students with
a unique opportunity to explore the history and prehistory,
culture, language and contemporary situation of Canadian native
peoples, and to acquire basic skills in researching native
issues. Particular emphasis is placed on the study of native
people in the Interior of British Columbia.
This program is offered through the Simon Fraser University!
Secwepemc Cultural Education Society Program in Kamloops. All
components of the program can be taken at the SCES Centre on the
Kamloops (Shuswp) Indian Reserve, and normally require five
semesters of full-time study. The Certificate can be completed
as a two-year program,
'
or it can be incorporated into a B.A.
degree program.
The Certificate 'is especially suitable for native individuals who
wish to gain proficiency in studying native issues and to acquire
social research skills which can be put to use in their
communities and nations. Itis also open to non-native students
who wish to acquire skills in the above areas.
The Certificate is subject to continued funding from external
sources.
Admission Requirements
Normally requirments for admission to Simon Fraser University
apply. Students may be admitted under regular entry or special
entry categories. Assistance with applications and academic
advice is available at the SCES Centre in Kamloops.
Program Requirements
Successful completion of 30 credit hours, of which 21 credit
hours are earned by completing six required courses. The
remaining nine èredit hours are selected from the specified list
of optional courses.
Completion of apracticum, where the student can apply acquired
research skills in a supervised setting.

This course is part of the Archaeology field school,
involving an excavation of a native heritage site.
A credit-free offering; for example, a field research
project carried out under the supervision of a faculty

to approval of the Certificate Steering Committee.

August 23, 1989
In March-1989, the Secwepemc Cultural Education Society signed an agreement with
Simon Fraser University towards partnership and collaboration in the fields of
education and research. As the educational component of this innovative program
21 students attended first year university courses in sociology and anthropology
with focus on native studies at SEES in Kamloops. In summer 1989, the SFLJ/SCES
agreement was renewed and expanded, and we are expecting some 30 first and second
year students who will take courses in sociology, anthropology, linguistics,
history and archaeology all

focusing on native studies. To offer a distinct goal
to our native students, we. have applied to have these

courses certified by SFU..
as a 2 year Native Studies Research Certificate

rogram.' This Certificate pro-
posal is shortly going to be presented to the SF13 Faculty of Arts and Senate. We
