The Senate Committee on Enrolment Management and Planning has met to
review the targets for new admissions in the Spring 1991-1 and Summer
1991-2 Semesters in light of the enrolment experience in the Summer and
Fall Semesters of 1990. The attached memorandum from W. Wattamaniuk,
Director of Analytical Studies sets out:
1)
revised recommendations for the number of new students to be
admitted in the Spring 91-1 Semester to meet the Access funding target for
this fiscal year, and
2)
revised targets for the Summer 91-2 Semester based on the
assumptions that the revised Spring 91-1 targets for both new and
continuing students will be met and that the Access program with a target
of approximately 500 to 600 additional FTE's for the 1991/92 fiscal year
will be continued.
As I noted at Senate, there is some urgency in setting the Spring 91-1
targets, and accordingly, the target approved by SCAP will be put in place
immediately and reported to Senate at the November meeting. The target
recommended by SCAP for Summer 91-2 will go forward to Senate for
approval. That motion also permits SCEMP, at its discretion, to make
adjustments to the Summer 91-2 targets necessitated by the enrolment
experience in the Spring 91-1 Semester and/or by changes to the
University's commitment under the Access Program. Any action so taken
by SCEMP would be reported to SCAP and Senate for information.

You may recall that last March Senate approved the following set of
undergraduate admission targets for the academic year 1990/91:

The Senate targets took into account a requirement for an increase of 200 FTE
undergraduates in fiscal year 1990/91 in order to meet our Access funding target.
This fall, we have 2,985 new undergraduate students registered, 115 fewer than the
intake target called for. Because of the shortfall and because retention rates for
continuing students have also fallen, I now estimate that adherence to the original
target of 1,100 new students in 1991-1 will result in an increase of only 100 Access
FIT this fiscal year, 100 FTE short of our target.
I therefore propose that we increase our new student intake in 1991-1 to 1,500
students in order to meet our funded committments as follows:

At this time I am also proposing that we increase our summer admission target to
800 students as set out in the following. This more reflects the demand observed in
previous summers and allows us to begin to increase our intake in preparation for
an anticipated Access target of 500 to 600 FTE in fiscal year 1991/92.

1990/91 Undergraduate Admission Targets
The Ministry of Advanced Education,Training and Technology has agreed to fund, as
part of the Provincial Access Program, an undergraduate enrollment increase of 495
full-time equivalents (FTE) at Simon Fraser University for the fiscal year 1990/91. This
includes an excess of 300 FTE generated in 1989/90 due to increasing retention rates
and a larger than expected intake of new students.
As a result, our undergraduate enrollments will have to increase by an estimated 200
net FTE in 1990/91 to meet the access funding targets.

ADMISSION TARGETS FOR 1990/91
Allowing for the enrollments expected to be generated in Fall by undergraduates
presently enrolled at SFU, it is proposed that the following admission targets be
implemented (Table 1 provides a comparison with previous semesters):

ADMISSION TARGETS BY BASIS OF ADMISSION FOR FALL, 1990.
Within the admission targets identified above there are, broadly speaking, three groups
of students for which separate targets must be identified. These are B.C. GRXII, B.C.
College Transfer, and "Other". "Other" includes University Transfer, Degree holders,
Mature, Out-of-Province GRXII or College Transfer, Visiting, Special Entry, Concurrent
Studies, B.C. GRXI, B.C. Technical School, etc.
It is proposed that the intake targets for each group be established as shown below for
Fall,1990 (The minimum GPA required to meet these targets is also shown):

This proposal calls for a marked reduction in the intake of "Other" admission groups in
the Fall semester. This is intentional because the B.C. GRXII and B.C. College
University Transfer enrollments in our catchment area have increased by
approximately 10% in 1989. This, coupled with rising participation rates for University
programs, will result in unprecedented demand for admission to SFU this Fall. The
intent is therefore to increase, on a proportional basis, our intake of B.C.GRXII and B.C.
College in Fall and to try and shift some of the admissions of "Others" to Spring and
Summer instead.
