Enrolment Limitations -

Administration and Computing Science
Action undertaken by the Senate Undergraduate Admissions Board (SUAB)
at its meeting of 11 June 1990, gives rise to the following motion:
MOTION: "that Senate approve and recommend approval to the
Board of Governors the continuation of enrolment
limitations for the admission of International students to
Business Administration, Computing Science and related
programs for a further three years, commencing Summer
1990, until Spring 1993, with the review to occur in
1992"

Enrolment limitations were introduced in 1984. They were subsequently
renewed in 1987 for a further 3 years, ending Spring 1990. (See paper S. 87-
26 attached) Action is now overdue on this matter
Measures taken over the past 6 years appear to have been effective, judging by
• ?
the proportion of international approved Majors in these programs, although the
Business Administration programs appear to exceed slightly the desired 10%
mix.
All parties involved (the Faculty of Business Administration, the Faculty of
Science (for MSSC program), the Faculty of Applied Sciences and the School
. ?
of Computing Science) are content to continue to limit new international
students in this manner.
In the absence of controls, the proportion of international students in these
programs would rise and the minimum cgpa for all students entering the
programs would also rise as a result of higher demand. There are indications
that pressure from international students for admission to the Computing
Science and related programs is.diminishing, possibly as a result of increased
opportunities elsewhere (e.g. U BC).
Motion
That SUAB approve and recommend to Senate for consideration
and approval the continuation of enrolment limitations for the
admission of International students to Business Administration,
Computing Science and related programs for a further three years,
commencing Summer 1990, until Spring 93, with review to occur in
1992.

In 1984, Senate approved policies for a three year period, limiting the
numbers of new visa students seeking admission to Business Administration,
Computing Science and related programs. These policies are due to expire in
Spring 1988. Senate Paper S.84.33 refers.
Limits were set as an annual quota, to be determined each Spring Semester.
The goal was to restrict visa students to a maximum of 10% of new majors
entering Business Administration or Computing programs each year.
The quota has been administered by the Admissions Office, Office of the
Registrar, based on annual forecasts of major/honor approvals. International
students must specify their intended majors before entering the University
and may not subsequently change to a limited enrolment program if they
were not originally admitted to that program.

As a result of the quotas, approximately 40% of applicants to Business
Administration and 70% of applicants to Computing Science are unsuccessful
in gaining admission to pursue their program of first choice and must either
choose an alternative program at SFU or choose to attend another institution.
To allow for attrition, the numbers admitted each semester generally exceed
the quotas.

Some students have been allowed into a limited
enrolment program even
though they had not been admitted to pursue that program when first
admitted to the University. The attached tables give numbers of
international students in the various programs affected.
The Faculty of Business Administration, the Faculty of Science Management
and Systems Science coordinator, and the School of Computing Science have
indicated a wish to have the quotas continue while demand for places in
their programs by qualified students exceeds capacity.
