L INTRODUCTORY COMMENTS
This report covers the activities of the Senate Policy Committee on Scholarships, Awards
and Bursaries (SPCSAB)
for
the period May 1, 1989 to April 30, 1990.
During the first nine months, the Committee was chaired by Peter Kennedy. Roger
Blackman served as chair during the remainder of the period.
Two meetings were held during the reporting period (on June 26th and November 30th,
1989).
The Committee agreed to change the membership of the Senate Graduate Awards
Adjudication Committee such that the Director, Financial Aid and Awards will continue to
be ex-officio non-voting member. However, the Assistant to the Dean of Graduate Studies
will become ex-officio, non-voting Secretary.
The Committee expressed concern that the Annual Budget allocations for Scholarships,
Awards and Bursaries do not take into account enrollment increases. This is the case for
both Undergraduate and Graduate Programs.
In addition to routine business, SPCSAB dealt with the following issues:
Undergraduate Programs

A decision was taken to ensure that a grade of GN (grade not reported) would not affect a
student's chances of receiving a scholarship.
Because the number of students with a cumulative GPA of at least 3.50 had increased
substantially faster than the budget for scholarships and awards, the minimum CGPA
requirement for the Open Scholarship was raised from 3.50 to 3.60. For donated
scholarships, the minimum CGPA was to remain at
3.50.
The Committee reviewed the Undergraduate Entrance Scholarship Programs and chose to
introduce only very minor changes to the previous year's programs. Consideration was
given to the recruitment performance of the programs, especially in view of competition
from the B.C. Universities, the Ontario Universities, McGill University and certain
prestigious Universities in the U.S.

he Committee agreed that the Terms of Reference of the William and Ada Steel
Scholarship should be changed so as to exclude new Graduate students. The revised
Terms of Reference are as follows:
To be eligible to apply, a student must:
A.
Be enrolled in a Graduate Program at Simon Fraser University and
B.
Be engaged in research which requires work outside the Lower
Mainland of British Columbia.
The criteria for this award are:
A.
Demonstrated academic excellence at the Graduate level and
B.
Evidence of outstanding achievement at the Graduate level, with
particular emphasis on intellectual ability, originality and ability in
research.
With regard to the limit of total support from Graduate Scholarship Programs for Graduate
students, the Committee approved the following:
A recipient of a C.D. Nelson Memorial Graduate Scholarship or a Graduate
Fellowship may accept other scholarship support from external sources. If the total
of the Graduate Fellowship or the C.D. Nelson Memorial Graduate Scholarship and
the other support exceeds $20,000 per annum, the value of the Graduate
Fellowship or the C.D. Nelson Memorial Graduate Scholarship will be reduced so
that the total equals $20,000.

V. EMERGENCY LOANS: UNDERGRADUATE AND GRADUATE
Short Term, Interest-Free loans are available to students who require interim
emergency funding while awaiting funds from other sources.
Value: Normally $300 - $500
During 1989/90, 1,286 loans were issued totalling $527,095

VI.
WORK-STUDY PROGRAM: UNDERGRADUATE AND GRADUATE
The SFU Work-Study Program provides part time employment which is intended
to be mutually beneficial to students and the University. Every effort is made to
provide career-related job experience, which is primarily of a research nature. The
Work-Study program is intended normally to supplement Provincial and Federal
student loan programs, as per policy requirements of the government funded
programs. However, Work-Study funded through SFU requires only that students
demonstrate financial need to qualify. All students must meet a basic needs test,
must be registered in, and maintain 9 credit hours or more in undergraduate studies,
or be registered in a Graduate Program for Graduates, and must be in satisfacory
academic standing.
