I understand that the President has asked for a report
to Senate regarding campus security. Ralph Yeomans and I
would be pleased to attend Senate to comment about the
current situation and to answer questions members may have.
The Senators may find the following general comments
useful as a background to our personal presentation.
The University has always used a contract security
force. The current force is approximately the same size
as the force we had when the University first opened -
and we now have more than twice the building square footage
to control as we did then. In addition, the number of
students and staff
,
on campus has increased three-fold.
A significant problem associated with Contract
Security Forces is that employee training and development
by the contractor is inadequate, and employee turnover is
very high, particularly when the economy is growing.
With significant increases in
'
purchases of expensive
equipment in recent years, combined with a larger and more
complex institution to control, we are having to upgrade
the calibre of service in order to provide a secure campus
environment.
Steps to upgrade our Security service in fiscal year
1989-90 included:
1.
hiring a new Manager, Mr. Ralph Yeomans, who has
extensive security management experience with
the air force and with B.C. Transit;

and
2.
increasing the budget so as to hire a Security
Programs Coordinator, Mr. Jake Meijer, who has
twenty-five years of RCMP experience. During
his last seven years in the RCMP, Mr. Meijer was
directly responsible for supervising a large
Crime Prevention and Victim Services section. In
. ?
Campus Security, Mr. Meijer will be responsible for
developing a campus education and crime prevention
program, and for improving our campus security
systems.

In fiscal year 1990-91, SF13 will further upgrade
campus security by:
1.
making the four Security Shift Supervisor positions
(currently part of the security contract) SFU staff
positions, and hiring trained personnel for these
positions; ?
and
2.
developing a 'Campus Student Patrol Service' to work
with Campus Security on both a volunteer basis ( Safe
Walk Program) and on a paid basis (patrolling
alcohol-related events such as dances, etc.)
With regard to the status of campus security, theft
from automobiles and theft of computers are our most
serious problems. We appear to have relatively few
criminal problems compared to most other campuses. The
RCMP consider us to be a low crime Incidence area.
Our parking lots are relatively very safe areas.
However, in order to improve security in our lots, we will
be installing two well-lighted telephone islands. One
will be located in B-Lot and the other in G-Lot. Both will
have a public telephone and a direct emergency line to
Campus Security..
Our planning has taken into account our current
situation and our areas of vulnerability, and a number of
programs are in

the design stage.
