ANNUAL REPORT - 1990
INTRODUCTION
This report covers the activities of the Senate Committee on Academic Planning for the
calendar year 1990. Most recommendations of SCAP go forward to Senate for information
or further action. Therefore this report presents in summary form the major actions of the
Committee.
PROGRAMS APPROVED FOR FURTHER PLANNING AND DEVELOPMENT
When a new program is being considered, it is expected to be forwarded to SCAP for
review at an early stage so that information about the program can assist in the planning
process. This can also prevent the development of program plans which are considered
beyond the scope and mission of the University. This initial approval process was
formerly entitled: approval in principle. However this led to considerable discussion
about the meaning of "in principle", and the new wording "approval for further planning
and development" was adopted in 1990.

All programs approved in 1990 have been implemented, with the exception of the Masters
of Publishing. (In addition, the Vice-President, Academic approved the following
programs for implementation: Master of Aquaculture, Master of Fine Arts.)
SCAP also received information about the proposal for a Department of Earth Sciences, but
the decision on whether to implement this new program has been delayed pending
further advice from the External Review Committee in Geography.
CURRICULUM REVISIONS
SCAP received and forwarded considerable amounts of material on a variety of
curriculum revision which had been thoroughly reviewed and approved by the Senate
Committee on Undergraduate Studies and the Senate Graduate Studies Committee.
Faculty of Applied Sciences: 5 sets of submissions from SCUS, and 1 from SGSC.

Faculty of Arts: 12 sets of submissions from SCUS, and 5 sets of submissions from SGSC.
Faculty of Business Administration: I submission from SCUS, and 1 from SGSC.
Faculty of Education: I submission from SCUS and I from SGSC, and one program deleted.
Faculty of Science: 7 sets of submissions from SCUS; 3 sets of submissions from SGSC.
ENROLMENT MANAGEMENT (SCEMP)
Program change in Psychology
Undergraduate Admission Targets 90/91 and revisions
SCEMP recommended targets for enrolments for 1990/91 based on the Access program
projections, and in the Fall revisions to the enrolment targets for the summer semester
1991 were made, based on enrolment trends in the summer and fall 1990.

The Strategic Planning exercise required by the Ministry in the Fall resulted in the
development of Challenge 2001: The President's Strategic Plan, which was reviewed and
endorsed by the Committee in Spring 1991. It is the Chair's intention to develop an
academic planning process for consideration by the Committee.
POLICY ISSUES
Minimum Graduation Requirements (December 1990)
SCAP approved and recommended adopted to Senate of new minimum graduation
requirements which require a cumulative gpa of 2.0 for graduation effective with the
1991/92 academic year.

Department of Chemistry External Review (February 1990)
Department of Biological Sciences External Review (December 1990)
The external review reports on these departments and the responses made by the
departments on the reports were considered by SCAP and then by Senate.
