Following from the discussion at the SGSC meeting
am pleased to propose the following (underlined)
regulation describing the Ph.D. External Examiner: --
Present Regulation 1.9.5 (first two paragraphs):
The External Examiner shall be chosen as a distinguished scholar with
particular experience in the field of the thesis research. Whether the
External Examiner will participate in person or in absentia, including the
possibility of a conference telephone connection or similar means, will be
determined by the Dean of Graduate Studies who will take into account

the departmental views.
The External Examiner shall be asked to submit a written report on the
thesis to the Dean of Graduate Studies before the examination. The report,
which should indicate whether the examiner believes the thesis is ready for
defence, shall be distributed before the examination to the members of the
Examining Committee. Once the examination has taken place, and if the
thesis is passed, the External Examiner shall send a brief report to the
Senior Supervisor which indicates the general quality of the thesis. That
report (which may be either a copy of the initial report to the Dean of
Graduate Studies or a report prepared after the thesis defence) shall
accompany the recommendation for award of the degree.

finds the thesis ready for defence. the report will be kept confidential to the members of the
Examining Committee until after the examination. Once the examination has taken place,
and if the thesis is passed, the External Examiner shall send a brief report to the Senior
supervisor which indicates the general quality of the thesis. That report (which may be
either a copy of the initial report to the Dean of Graduate Studies or a report prepared after
the thesis defence) shall accompany the recommendation for award of the degree.
This matter will be discussed at the next SGSC meeting.
